The programme aims to improve the value addition of local small producers and micro, small and medium-sized enterprise (MSME) through inclusive business models. It applies a value chain approach. Support the value chain development for sustainable tourism in cooperation with national and regional stakeholders will be provided.
Significant contributions to the achievement of the following indicators shall be made:
  • The selected MSME implement significant improvements in order to increase value addition.
  • Relevant recommendations from selected Public-Private Dialogue events are being implemented (for example measures to improve product quality, improvements of legal framework conditions etc.)
  • Cooperation agreements between SME and lead companies were concluded in the selected value chains.
The tourism sector in Malawi has large underutilized potential in terms of revenue generation and employment.
This contract will specifically contribute within the tourism component of the programme through:
  • Strengthening vocational and educational training in the tourism sector
  • Strengthening development and marketing of the tourism products
  • Establishing national and regional tourism networks
Requirements

National/Regional long-term Expert for Project Coordination and Monitoring & Evaluation.

Based in the MIERA office in Lilongwe.
The expert will be responsible for the coordination and implementation of the assignment on a day to day basis and will be responsible for the M&E system of the project.
Profile:
  • Relevant academic degree, preferably in business or economics.
  • At least 10 years of relevant work experience, preferably in international organizations.
  • At least 5 years of experience the tourism sector.
  • Profound knowledge of the tourism sector in Malawi.
  • Comprehensive experience in developing and managing a results-based monitoring and evaluation system according to the project indicators.
  • Committed to achieving results, and capacity to work in a team and to keep the project aligned with the entire programme.
  • Fluency in English including good writing skills is a must.
Keys tasks of the national long-term expert include:
  • Coordinate the local team of the contractor in close coordination with the MIERA project director.
  • Advice in key areas of tourism development, as mentioned above.
  • Responsibility to set-up and manage the results based monitoring system of the project in close coordination with the MIERA project team.
  • Support capacity development of local stakeholders through trainings, workshops, process facilitations and other means according to their needs.
  • Identify international and national short-term experts according to stakeholders needs.
  • Support financial planning and monitoring. Make sure that project administration conforms with GIZ standards.
  • Contribute and coordinate the inputs to reports.
  • Support the MIERA project director in updating and/or adapting the project design on the basis of the five success factors of Capacity WORKS.
  • Identify the need for short-term assignments within the available budget, planning and steering the assignments, and supporting the local and international short-term experts.
  • Coordinate the organisation/running of project activities.
  • Support the MIERA project director and the project team in preparing and adapting the plan of operations.
  • Monitor and document work progress and support the development and constant updating of operational plans for the project.

National/Regional long-term Expert for Institutional Dialogue and Collaboration with the private sector.

Based in the MIERA office in Lilongwe
Profile:
  • Relevant academic degree, preferably in business or economics.
  • At least 10 years of relevant work experience, with at least 5 years in the tourism sector.
  • Substantive relevant private sector experience.
  • Profound knowledge of the tourism sector in Malawi.
  • Committed to achieving results, and capacity to work in a team and to keep the project aligned with the entire programme.
  • Excellent networking abilities and good contacts in the tourism industry.
  • Fluency in English.
Keys tasks of the national long-term expert include:
  • Facilitate the sector dialogue in coordination with key private sector players
  • Support capacity development of local stakeholders through trainings, workshops, process facilitations and other means according to their needs.
  • Identify international and national short-term experts according to stakeholders needs.
  • Contribute and coordinate the inputs to reports.
All experts must have very good spoken and written English. All experts are expected to closely coordinate with the MIERA project director as well as the project team and the respective supervisors in the different pilot regions and working areas.
Furthermore, given their prominent professional role it is essential that the long-term experts have either already been trained in Capacity WORKS, or undergo training by a GIZ-accredited multiplier in the first 3 months of the project/programme.
The long-term experts are scheduled to start their assignment with the approximate start of the contract beginning March, 2015.
