Technical Assistant for the Revision of National HIV Care and Treatment M&E System

Background

Mozambique is on an ambitious path to scale up HIV Care and Treatment to reach Universal Access by 2015, with specific activities and strategies to achieve this outlined in the National HIV Acceleration Plan (2013-2015). Mozambique’s current M&E / patient monitoring system is comprised of a set of paper based tools maintained at the health facility to record patient initiation, counseling, patient follow-up, laboratory, prescription, and drug dispensing information, as well as use of electronic patient monitoring systems. Technical Assistance (TA) is needed to assist Mozambique in developing a global strategy for updating the M&E System for HIV Care and Treatment including revising the tools to better support scale-up of services.

Position Summary

Under the Supervision of the Director of the National HIV/STI program in Mozambique’s Ministry of Health (MOH), the Technical Assistant for the Revision of National HIV Care and Treatment M&E System is responsible for Developing an overall M&E Strategy for the National HIV Care and Treatment program to outline the key components of the M&E System and to propose a strategy to harmonize the tools used (e.g. paper tools and electronic systems). This strategy will include a costed implementation plan for rolling out both revised paper-based and electronic systems.

Please note that this position is for a 15 month contract.

Job Responsibilities

  • Review current tools in use in Mozambique and coordinate with key stakeholders to develop a comprehensive revised set of tools for piloting.
  • Develop and implement a pilot in a representative sample of sites in line with MOHstandards including protocols, methodologies, and all necessary and recommended tools.
  • Analyze the results of the pilot, write and present a final report to the National HIVProgram and Department of Health Information (DIS).
  • Develop a package of documentation of the revised system (Tools, Data Flow, Indicators, data sources, data flow, pilot results, etc.) to submit to DIS for final approval.
    Perform a variety of related duties.

Education

  • Minimum of Bachelor’s degree or equivalent in Epidemiology, Biostatistics, Public Health or related field. Master’s degree in Public Health and / or clinical background, preferred

Experience, Skills & Required Qualifications

  • Minimum 5 years’ experience in healthcare, with at least 3 years’ experience working in health in Mozambique; knowledge of the MOH HIV programs preferred
  • Minimum 2 years’ experience working in public sector of Mozambique
  • Minimum four (4) years of related experience working with M&E and/or surveillance systems
  • Demonstrated experience in and knowledge of M&E and/or public health surveillance systems (preferably minimum of 2 years’ experience in developing countries)
  • Demonstrated and successful experience in developing, testing, and the implementation of health information tools (registries, clinical models, clinical processes, etc.)
  • Demonstrated problem-solving skills and analytical capabilities
  • Excellent written and oral communications skills
  • Fluent in both oral and written Portuguese and English

Travel Requirements

  • Up to 50% travel to the provinces and districts throughout Mozambique (some trips requiring over-night stays)
