M & E Coordinator – Baylor College of Medicine Children’s Foundation – Malawi 

The Monitoring and Evaluation (M&E) Coordinator will provide day to day management of the monitoring and evaluation activities related to Baylor Tingathe outreach program, including working with project staff, implementing partners and key stakeholders, The M&E Coordinator will work closely with M&E technical staff based at Baylor College of Medicine Children’s Clinical Center of Excellence (COE) and Baylor Tingathe office.

This is a one yr full time position with possible renewal based on performance, program requirements and donor funding based in Lilongwe and will report directly t the Head of M&E 

Support all M&E initiatives for assigned project including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary, Support creating and implementing a framework and procedures for the monitoring and evaluation of project activities, support defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the project, Draft tools and their revisions as well as data collection procedures under the supervision of the Head of M&E (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals), Review performance of existing management information systems to help identify potential modification or resources, Keep abreast of developments in project changes and progress in order to advise and recommend tools and strategies to increase project performances and results, Suggest ways to facilitate
data collection and the flow of data within Project field teams, identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the head of M&E, Perform regular field visits to ensure the quality of data collected by Project staff and to verify the accuracy of reported data, Analyse changes and patterns in KPI indicator data and performance reports in order to support Project staff and/or the Head of M&E, Compile , review and analyse monthly reports with the Head of M&E to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting, Create quarterly M&E review presentations 

Minimum of 3 yrs professional experience in M&E positions of increasing seniority with responsibility for implementing M&E  activities of development projects, Bachelors Degree in Statistics, demographics, Computer Science, or related field, Bachelor degree plus a certificate in M&E, Statistics or Development preferred, Proven success in designing , implementing and operating project M&E systems from project initiation to closeout stages, Experience design and managing clinical monitoring and database systems, Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans, Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed method and impact) and data collection and analysis methodologies, Experience in planning and managing surveys, developing and refining data collection tools, data quality
assessments and oversight and managing and providing ongoing training to M&E officers, Capacity to produce high quality briefs and reports in English, Strong knowledge of the HIV/AIDS management, Good level of proficiency in Windows excel and quantitative analysis, Demonstrated ability to train and build capacity of others, Strong interpersonal skills, Experience in an NGO or in the USAID funded projects (desirable0, Familiarity with DATIM (PEPFRA’s Data for Accountability, Transparency and Impact) web based database system will be a plus, Willingness to travel to projects sites (50% travel to southeast zone)
