Purpose of the Position
This is a Generic Vacancy Announcement for various posts in the Middle East & North Africa (MENA) Region.
This position is responsible for managing human resource activities including the supervision of human resources staff in accordance with the HR strategy and work plan, aligned with the Country Programme Management Plan as well as the goals and strategic needs of the organization. Provides guidance in human resources that promote a gender-balanced multidisciplinary team of professionals.
Key Expected Results
1. Recruitment, Selection and Placement
- Support the recruitment of staff of the highest calibre, including staff with specialized talent, in alignment with the priorities set out in the medium-term strategic plan (MTSP).
- Participate in actions to eliminate gender disparities and promote gender equality, diversity and a gender sensitive work environment in accordance with HR resource management and strategy planning.
- Demonstrate equity, transparency and consistency throughout all staff placement and selection processes, including the interpretation, determination, implementation, and administration of HR policy, procedures and guidelines.
- Administer HR benefits, entitlements, job classification, performance management, promotions and contracts renewal and termination in a timely, equitable and transparent manner.
2. Strategic HR Planning and Management
- Support HR management and strategy planning through the provision of technical analysis, and office management and planning processes; advise management on HR planning.
- Support the implementation of the HR strategy at regional and country levels in coordination with the Regional Office and HQ divisions.
- Contribute to the identification and incorporation of new trends, priorities, requirements, and strategic HR plans in the Country Programme Strategy Review, Regional Management Team Meetings, and global workshops.
- Promote and enhance management excellence and integrity, gender equality and gender equity through measurable accountability and demonstrated leadership in HR management of the office.
- Establish clear flows of communication and sound relations between management and staff,
- Facilitate the coordination of HR initiatives with UN and government agencies to enhance HR planning, cooperation and implementation.
- Support the establishment of emergency preparedness and emergency rapid responses and participate in the investigation and prompt action required during emergencies affecting staff.
Qualifications of Successful Candidate
Education
- Advanced university degree or equivalent backgrounds, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- Minimum five years of relevant professional HR management work experience.
- International work experience/developing country experience required, preferably in the Middle East & North Africa Region.
- Background/familiarity with emergency operations and staff security.
Language Proficiency
- Fluency in English required, and good knowledge of Arabic highly desirable.
