Technical Specialists, Malawi Local Government Accountability and Performance Activity, Malawi


Position Summary:
MSI is currently seeking expressions of interest from qualified candidates for potential long-term, and short-term technical staff positions for an anticipated five-year USAID funded project in support of devolution in Malawi. The anticipated Local Government Accountability and Performance (LGAP) project is intended to strengthen the performance of local government by improving capacity and accountability of local governments in the districts where it will work, strengthening citizen engagement and oversight, and supporting improvements in the broader national policy and systems environment for decentralization. It will focus primarily upon three areas: 1) Building the capacities of local government to transparently deliver on their mandates; 2) Supporting citizen engagement and advocacy for accountable local government; and 3) Supporting the Government of Malawi’s decentralization policy and process reforms including those highlighted in the Public Sector Reform (PSR) agenda.
MSI seeks technical specialists in the following areas:
  • Decentralization/Local governance
  • Policy Development/Change management
  • Local government finance/Revenue generation/Revenue collection
  • Local economic development
  • Municipal service position
  • Participatory planning and budgeting
  • Social accountability
  • Citizen Engagement/Advocacy
  • Youth Engagement and Gender Coordination
  • Grants Management
  • Project Administration and Finance Management
  • Monitoring/Evaluation/Reporting
Qualifications:
  • University degree in a relevant field such as Economics, Political Science, Public Administration, Business, International Development, or Urban/Regional Planning. An advanced degree (MA, MPA, MS, MBA) is preferred;
  • Knowledge of USAID or other international donor rules and regulations;
  • Demonstrated capability to work effectively with senior and local government officials, district government representatives, public interest and community groups (including youth and women’s groups), civil society and private industry representatives;
  • Outstanding communication, management, and reporting skills; and
  • Fluency in written and oral English required.
