World Learning seeks a Chief of Party (COP) for a USAID-funded “Malawi Scholarship Program (MSP)”. Duration: 5 years. Location: Lilongwe, Malawi. Recruitment contingent on anticipated funding. Background: The primary purpose of this program is to provide management support USAID’s Malawi Scholarship Program (MSP) for Malawi professionals to pursue certificate, diploma/undergraduate and Master’s degree programs at universities in the United States, South Africa, Kenya and other Africa regional countries including training institutions within Malawi.. 

Chief of Party’s responsibilities:
• Manage a project field office, including supervision of local program and finance staff. 
• Serve as direct point of contact with USAID and Ministry of Health
• Work closely with World Learning Home Office
• Oversee the recruitment and selection, placement, monitoring, and evaluation of 483 participants in certificate, diploma/undergraduate and Masters programs in Malawi. 
• Develop outreach and program promotion plan and pre-departure orientation program.
• Develop and administer post-training and follow on program
• Ensure all USAID policies and procedures (ADS252/253) are strictly followed.
• Meet all USAID reporting deliverables. 
• Work with Mission to provide assistance in identifying performance gaps and training needs assessments.
• Assure compliance with contract provisions, including annual work plans.

Qualifications: 
• Graduate degree in management, organizational development, or a related field (or career/experience equivalent).
• Strong background in project management, organizational development, training and capacity building.
• Minimum of 10 years of demonstrated international experience with capacity to manage large complex programs in a multi-cultural environment.
• Skills in helping clients analyze problems, devise solutions and adopt solutions.
• Experience in organizational development and in managing development programs and/or contracts required.
• Solid supervisory experience required.
• Experience working in Malawi or critical priority countries (CPC) desired.
• Experience with organizational capacity and performance improvement programs.
• Strong interpersonal and leadership skills to manage a large, diverse, and internationally implemented project.
• Experience implementing USAID programs in Malawi desired;
• Ability to travel in-country.
