UNICEF WASH Specialist (Policy), Lilongwe

Purpose of the Position
Under the guidance of the Chief of WASH, coordinates the NGO WASH programme funded by DFID and participates in enhancing sector dialogue for articulating relevant WASH policies/strategies, supporting the development of a WASH Swap, research for appropriate WASH options and facilitate knowledge management in the context of International human rights for the development and achievement of Children`s rights to safe environment and right to the highest attainable level of Health. Specific duties in terms of the coordinating the NGO programme include: facilitating coordination meetings, monitoring progress and analysing information on progress against planned results, value for money and innovated approaches, preparing consolidated reports, and assist in arranging various reviews and evaluations.
Key Expected Results
  1. Mechanism for policy level dialogue supported for improved SWAP and sector performance in delivering water and sanitation services.
  2. Programme monitoring that leads to actions for improve performance of NGOs and other partners in the efficient and effective implementation of water and sanitation services to unserved women and children.
  3. Key sector strategies and policies related to improved service delivery of sanitation, hygiene promotion, water quality and O&M supported and implemented by NGOs and other partners.
  4. Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective programme planning, development and management, including emergency preparedness and response.
  5. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches. Programme monitored with special attention to gender/sex disaggregation of relevant indicators.
  6. Accurate, complete and up-to-date information made available for effective budget preparation, programme and project design, implementation, management and evaluation, including emergency preparedness and response.
  7. Knowledge sharing with counterparts, WASH sectoral stakeholders, donors and media promoted.
  8. Effective communication and networking achieved through partnership and collaboration including support to and facilitation of the IASC WASH Cluster as appropriate.
Qualifications of Successful Candidate
  • Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset.
  • Five years of relevant work experience in the UN or other international development organization, national government or the private sector. Field work experience. Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach.
  • Fluency in English and another UN working language. Fluency in local working language of the duty station is an asset.
