Technical assistance to support EU Delegations and headquarters in Addressing Undernutrition – 332
Global objective
The overall objective of the Advisory service is to provide technical support in order to improve the effectiveness of the EU's contribution and coordination with other stakeholders in the field of nutrition.
Specific objective
To strengthen the capacity of relevant EU services (headquarters, EU Delegations) to contribute to progress in the field of nutrition (MDG 1, 3 and 4) in line with existing policies and operational references through adequate design, programme implementation, relevant monitoring and evaluation schemes as well as tailored training:
The reduction of undernutrition requires efforts from both humanitarian and development angles: this overarching objective implies a technical support that fully links relief, rehabilitation and development.
1. Provide technical expertise and advice to EU Delegations for specific nutrition actions identified in accordance with the partner country and region priorities;
2. Provide technical expertise to relevant services at headquarters level for operations, dialogue and policy development to contribute to increased harmonisation and alignment of Member States' and other actors involved in nutrition with country and regions priorities and processes;
3. Adequate Planning and Reporting to ensure lessons learnt and best practices are captured and can be shared for internal and external capacity development.
Profile of the Experts 4, 5 and 6 Senior experts
Minimum requirements:
· Nutrition and Food Security specialists with relevant academic qualifications having at least 10 years professional experience in nutrition and food security programmes/projects.
· They should be familiar with the latest developments in the field of nutrition and food security including nutrition / food security national policies and programmes and field experience – at least 5 years of professional experience.
· They should be familiar with the international policies related to food security and nutrition. They shall be familiar with EU development policy and have a good knowledge of EC development cooperation programmes and procedures in the food and nutrition security field - at least 3 years of professional experience.
· They must have excellent drafting and oral presentation skills in English and at least two of them should have a very good knowledge of French, and one a very good knowledge of Spanish.
The three experts should cover the following sectors all together:
· At least 3 years of expertise in the field of humanitarian response as well as expertise in the formulation and/or implementation and/or evaluation of policies, programmes and projects in the area of nutrition in humanitarian contexts/countries in transition.
· At least 3 years professional experience in the field of social transfers linked to nutrition/food security.
Additional requirements:
· Knowledge on livestock and nutrition and on capacity development programmes for nutrition would be an asset.

Starting Period: The contract will start on October 15, 2013.
