Conflict Sensitive Education Training Consultant

The Inter-Agency Network for Education in Emergencies (INEE) is an open, global network of over 9,500 practitioners, students, teachers, and staff from UN agencies, non-governmental organizations, donors, governments and universities who work together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. The INEE Minimum Standards for Education: Preparedness, Response, Recovery is the network’s foundation tool. They provide concrete guidance based on education rights and good practices to improve access to safe, relevant and quality education.
In 2013, as part of INEE’s efforts to support education in conflict affected and fragile contexts, and to address the gap in practical field-friendly resources in this area, the INEE Working Group on Education and Fragility and the INEE Working Group on Minimum Standards in collaboration with other experts on education in conflict situations, developed and launched the INEE Conflict Sensitive Education (CSE) Pack. The CSE Pack aims to support the integration of conflict sensitivity in education policies and programs and to strengthen institutional and individual capacity of stakeholders in developing and implementing conflict sensitive education plans and strategies.
Conflict sensitive education (CSE) refers to the design and delivery of education programs and policies in a way that considers the conflict context and aims to minimize the negative impact (contribution to conflict) and maximize positive impact (contribution to peace). Building off these materials, and INEE’s experiences launching the CSE Pack in Paris and Washington DC, INEE will develop a 90-minute core module and an in-depth 2-day training module to further support capacity development around conflict sensitive education policy and programming. The 90-minute core module will be included in- and follow the format of- the INEE-Education Cluster EiE Training Package available online here (or http://toolkit.ineesite.org/toolkit/Toolkit.php?PostID=1129) . The 2-day training will include more in-depth content and participatory exercises. Each module will include all necessary training materials, (PowerPoints, facilitator guides, handouts, supplementary materials, etc.), and will be developed and piloted in collaboration with the INEE Working Group on Minimum Standards and INEE Working Group on Education and Fragility. Later stages of this project include a promotional activities to share these new materials with the INEE membership.
Key activities: • Prepare materials for a 90-min INEE Conflict Sensitive Education training module (PPTs, facilitators guide, handouts, agenda, etc.) for the INEE-Education Cluster Training Package available here (orhttp://toolkit.ineesite.org/toolkit/Toolkit.php?PostID=1129 ). • Building off the 90-min core module, prepare additional training materials for a 2-day INEE Conflict Sensitive Education training program (PPS, facilitators guide, handouts, agenda). • Incorporate feedback from the INEE Secretariat, INEE Working Group on Education and Fragility, INEE Working Group on Minimum Standards on both modules and both guidance notes (see below). • Pilot both training modules at least once. The consultant is responsible for pilot organization and facilitation. Collect and integrate feedback from pilot trainings. • Encourage INEE members who would like to pilot the draft modules to do so, support includes facilitating the call for interest, sharing the draft materials and integrating all pilot feedback into the final module. • Develop a brief guidance note for facilitators that shares good practices around addressing conflict issues in politically sensitive situations. • Develop a brief guidance note on how to mainstream conflict sensitivity throughout the other modules included in the INEE-Education Cluster EiE Training Package Pack.
• Write a listserv message sharing information on the CSE modules with the INEE membership. • Write a 1-2 page blog post on the CSE modules and CSE capacity development. • Ensure the CSE modules are shared through all relevant websites including the INEE website, INEE Toolkit, UNICEF Back on Track website, Education Cluster website, etc.
Deliverables and timeline: The following outputs will be submitted to the INEE Coordinator for Minimum Standards and Network Tools: • At least one pilot of the 90-min core training module conducted with report submitted to INEE Secretariat • Final 90-min core training package—PPTs, facilitators guide, handouts—ready for uploading on the INEE website • At least 1 pilot of the 2-day training module with report submitted to INEE Secretariat • Final 2-day CSE training package—PPTs, facilitators guide, handouts—ready for uploading on the INEE website • Guidance note on mainstreaming CSE throughout INEE-EC EiE training package • Guidance note sharing good practices on addressing conflict in politically sensitive situations • CSE modules are available through all relevant websites including the INEE website, INEE Toolkit, UNICEF Back on Track website, Education Cluster website, etc. • Listserv message (1 page) • Blog post (1-2 pages)
All deliverables must be completed by March 15, 2014. This consultancy is part-time and home-based with domestic travel to conduct at least two pilot trainings. Consultant will liaise with the INEE Coordinator for Minimum Standards and Network Tools and INEE Deputy Coordinator for Minimum Standards and Network Tools. This consultancy is pending funding. APPLICATION PROCEDURE: Applications will be considered on a rolling basis.
