Technical Advisor III: Integrated Children’s Health & Social Services Senior Technical Advisor

The Global Health Fellows Program II (GHFP-II) is seeking an Integrated Children’s Health & Social Services Senior Technical Advisor (Senior Advisor) to work within the Implementation Support Division of the Office of HIV/AIDS in the Bureau for Global Health. Assignment: Two year fellowship. GHFP-II is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs.
The Senior Advisor will serve as a member of the Orphans and Vulnerable Children’s (OVC) Team and will provide expertise in the integration of services for children affected by HIV/AIDS, specifically the continuum of care encompassing OVC, Pediatric HIV and Preventing Mother to Child Transmission (PMTCT), and treatment and care of children living with HIV/AIDS. Under the programmatic direction and day to day guidance of the OVC Team Leader, the Senior Advisor will contribute to the implementation of USAID’s strategies, policies, and programming as they relate to orphans and vulnerable children. S/he will be responsible primarily for technical advice to centrally funded projects with a particular focus on promoting a seamless interface between clinical HIV services (including PMTCT and pediatric treatment) and community socioeconomic activities for children affected by HIV/AIDS and their families.

REQUIREMENTS: Master’s degree or advanced degree in social work, nursing, community health or related area; Minimum ten (10) years’ experience in holistic programs for children that incorporate both health and social services, with at least 3 to 5 years’ experience in an international or resource challenged setting; Experience in monitoring and evaluation design and implementation in low-resource settings preferred; Familiarity with US Government policies and procedures; experience with host country governments, cooperating agencies, or private voluntary organizations helpful; Strong interpersonal communication, public speaking and demonstrated writing skills; Demonstrated ability to work effectively with diverse teams; High degree of judgment, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs; Ability to travel domestically and internationally; US Citizenship or US Permanent Residency required.
