Background / General description:

The Development Impact Department (CDI) was created in 2010 to support IFC’s ambition to move from a volume and target driven organization to one which manages for financial sustainability and development impact. CDI assists IFC in improving our clients’ development impact by ensuring consistency of results measurement across IFC; by setting global standards for Results Measurement; and by ensuring that these results consistently and continuously inform strategy, operations and incentives. A primary objective of the department is to provide lessons of development effectiveness from past and ongoing work that can inform strategy and business decision-making. CDI is the guardian of IFC’s results measurement system. It is responsible for articulating and measuring development results with operational departments and has central quality control. CDI also ensures tracking throughout the project cycle of Investment and Advisory Service activities. It oversees research designed to deepen IFC’s understanding of the development results that its activities are likely to achieve.

The Department also coordinates the network of results management staff across IFC in all geographic locations. The Results Measurement Network plays a critical role in the success of IFC’s mission. Staff in the Network, located across the institution, measures, monitors, and evaluates operations and their results; develops methodologies to support these functions; and sets global standards for measurements. In addition, the Network staff ensures that results, lessons and evidence continuously inform strategy, operations and incentives across the organization, supporting the alignment of IFC’s intended and actual impact and the achievement of IFC’s mission.

The Department has two primary units, CDIIS, focused on Investment Services’ results measurement; and CDIAS, focused on Advisory Services’ results measurement, although in both units some staff hold IFC-wide results measurement briefs. 

The Department is looking for a Results Measurement Specialist, (level GF), to support the implementation of CDI and CDIAS work programs. Within these work programs, the Specialist is expected to:

- lead an IFC-wide study to estimate the economic impact of different IFC operations, in particular of infrastructure projects (and within this sector, power operations). This effort will provide operational departments with tools (such as multiplier effects models and guidance) to estimate and maximize the impacts of our operations. 

- lead at least one evaluation (program or project level); 

- conduct assessment of project completion ratings that feed IFC’s scorecard; and 

- coordinate indicator harmonization exercises across IFC Advisory Services (AS), and among development financial institutions and donors.
Duties and Accountabilities:
In his/her role, the Specialist will work on the following areas:

1. Development, oversight and coordination of Results Measurement Frameworks 

• Ensures that guidance, definitions and methodologies used for AS indicators are consistent across the businesses and are maintained up to date.

• Leads systematic indicator revision process. Ensures consistent cooperation and wide application of these indicators frameworks across Advisory Services business. 

• Supports harmonization of indicators across IFC (for advisory and investment activities) and coordinates an exercise to harmonize indicators frameworks across donors and other development institutions working with private sector and advisory services.

2. Reporting of results

• Presents reports on analysis and applied research of corporate issues and approaches.

• Works with BLs and regional RM teams to improve the quality of project completion reports and in particular incorporates PCRs ratings into IFC, departmental and regional scorecards. 

3. Evaluation and applied research

• Designs, implements and manages a study (and develops tools) to estimate the economic impact of infrastructure projects (in particular power sector). This research will be conducted in conjunction with the Operations departments to assist them in designing projects that maximize their development impacts. 

• Designs, implements and manages at least one sector/product-specific/project evaluation.

4. Knowledge Sharing

• Ensures that key findings and lessons are incorporated into RM frameworks and strategies.

5. Training

• Provides training to HQ and regional results and operational teams on monitoring systems, data collection instruments, evaluations and operations research.

• Builds IFC staff capacity through training activities.

6. Communication

• Disseminates good practices, knowledge and evaluation findings with internal and external clients.
Selection Criteria:
• Advanced degree in economics, business administration or social or applied sciences

• At least 5 years of relevant experience in results measurement, private sector operations, and project management.

• Experience with conducting economic analyses and estimating economic impact of development activities, in particular infrastructure projects.

• Solid understanding and ability to apply the following competencies in a full range of situations:

• Knowledge of results measurements methods, particularly in the context of development and private sector operations

• Problem solving by examination from multiple angles, taking stakeholders perspectives into account, considering various solutions and making informed, credible and actionable decisions

• Knowledge of IFC’s corporate environment, including systems, operational policies and procedures, is a plus

• Knowledge of specialized technologies, software, databases and programs that will allow for analysis of results data and extraction of lessons

• Experience with economic modeling to estimate economic impact of development activities.

• Experience working and managing development and results measurement projects, including hiring, supervising consultants and managing external consulting firms.

• Demonstrated ability:

• to persuade and influence others across organizational boundaries by seeking to understand stakeholder concerns and formulating an approach that specifically addresses them;

• to think broadly about results measurement and its value to an institution such as IFC and private sector clients, incorporating input from other areas (e.g., functions, geographies, etc.) to accomplish common goals and objectives; and 

• to build partnerships for success, through understanding stakeholder needs and aligning results measurement advice to those needs, and by negotiating win/win solutions with stakeholders.
