HIV Technical Advisor

OVERALL RESPONSIBILITIES: The HIV Technical Advisor will have overall responsibility for technical management, quality of implementation of specific PEPFAR program areas outlined below. The HIV Technical Advisor will be responsible for key documentation required by the donor. These will include, but not be limited to, continuation applications, annual progress reports, annual work plans, regular updates and other documentation needed or required to demonstrate program progress.
The HIV Technical Advisor will supervise of the Mentorship Coordinators and oversee Clinical HIV Mentorship Coordinators for the following program area codes of the project: Prevention of Mother-To-Child Transmission (MTCT), HIV Counseling & Testing (HCT), Voluntary Medical Male Circumcision (VMMC), HIV Adult Treatment (HTXS), Pediatric HIV Treatment (PDTX) and Operations and System Strengthening (OHSS) and Prevention with focus on most at risk populations. S/he will facilitate all technical work and ensure that the different components operate in an integrated fashion.
The HIV Technical Advisor will in collaboration with the PD, coordinate the USG, MOH/Department of HIV and AIDS technical assistance support to meet the needs of the Department of HIV and AIDS; provide technical leadership on content and approach in those program elements which are aligned with his or her particular technical expertise, and play a leading role in the coordination of technical forums.
SPECIFIC RESPONSIBILITIES: • Develop strategies and annual work plans to achieve project goals and specific program targets, and document program progress through annual reports and other mechanisms as required. • Coordinate the documentation of project initiatives and results, and analyze experiences in required monthly, quarterly and annual reports, journal articles and professional conferences. • Ensure integration of the project technical strategies in alignment with the National HIV/AIDS strategy, President Emergency Plan for AIDS Relief (PEPFAR) and the GoM –USG Strategic Framework. • Ensure overall responsibility for the implementation and quality of interventions for achieving the project technical goals. • Supervise and mentor Zonal Mentorship Coordinators for each of the program area codes of the project. • In liaison with the Capacity Building/HSS Advisor Provide technical assistance in supporting HSS and strategic planning within the MoH/DHA. • Coordinate directly with the PMTCT and VCT counterparts at the MoH/DHA respectively and ensure that high quality of technical assistance is provided in a timely manner. • Identify technical assistance needs of the project, develop appropriate SoWs for consultants and manage technical outputs. • Support and collaborate with the M&E Advisor in providing technical assistance to the MoH. • Liaise with the MSH Capacity Building/HSS Advisor to ensure that systems strengthening are in tandem with the technical efforts to improve performance at facility level • Establish and maintain good working relationships with key MoH/DHA personnel. • Establish and maintain good working relationships with technical personnel of partner organizations such as EGPAF, partners in Hope, Partners in Health, MSF – Belgium and MSF – France. • Routinely represent and/or ensure representation of the project in HIV/AIDS Technical Working Groups meetings and other technical committees. • Represent the MSH as needed at national and international public health forums.
QUALIFICATIONS & EXPERIENCE: • A Master's degree in public health. Training as a Clinical Officer or Registered Nurse or Medical Officer is required. • Significant successful experience and progressively increasing responsibility in the area of health systems strengthening, monitoring and evaluation, quality assurance, capacity building and health project management related to HIV/AIDS service delivery including PMTCT and HCT programs. • Significant experience in implementing HIV and AIDS programs in developing country settings. • Significant experience with CDC funded HIV/health projects and PEPFAR reporting requirements is highly desirable. • Demonstrated computer skills in MS Suite applications including Word, Excel and Power Point • Strong interpersonal skills are required.
