Country Financial Controller, Quelimane, Zambezia

Job Purpose:
To lead the management of finance in Concern Mozambique and working as a member of the Senior Management Team, to ensure that financial planning, control and systems are in place to support the strategic plans and programme activities.
To ensure the sustainable implementation of proper financial procedures and policies in managing Concern's financial resources, reporting and training, in Mozambique.
Main Duties & Responsibilities:
Financial Management
  • To ensure relevant, timely and accurate financial reports, including management accounts, are produced.
  • To track programme expenditure against donor funds and update relevant staff and institutions.
  • To lead the budget development and review processes in collaboration with Programme staff and Managers.
  • To collate country budget for submission to CD, Concern Dublin and Donors.
  • To develop and monitor Concern Mozambique's financial management procedures as well as standardising their use across the country programme through the training of key staff.
  • To conduct regular site visits to all programme locations and carry out audits where necessary.
  • To work with partner organisations in order to establish best financial reporting practices in the context of strengthening partnerships.
  • Participate in and contribute to Senior Management Team meetings.
Financial Reporting:
  • To prepare quarterly accounts (FRP) and end of year financial accounts for Division Heads in Dublin.
  • To prepare reports on utilization of grants from external donors, as they are required.
  • To ensure that proper and effective audits of field finances are carried out on an annual basis.
  • To perform periodic reviews of partner organisations' financial functions and to support and train them, as required.
Financial Systems:
  • To ensure that there are adequate controls over cash and bank holdings.
  • On-going development and monitoring of procedures, and controls, to ensure they are compliant with Concern Worldwide and donor policies.
  • Development of Financial Management information systems, including the preparation of detailed management accounts.
  • To cooperate with field management and with internal or external auditors in the review and development of field systems.
  • In collaboration with National Systems Manager to ensure that there is a complete and up to date asset register.
Training
  • To train and mentor the finance team to ensure a strong team are in place at a senior level.
  • To support and train (where necessary) all budget holders to carry out their roles effectively and independently in terms of finance.
  • To proactively support Finance staff in the field offices.
  • Provide support and guidance to partner agency finance staff as appropriate, to ensure that the financial competency and practice of the partner agencies meets established finance standards.
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
  • Qualified accountant - ACA, ACCA, CIMA, CPA or equivalent.
  • Proficiency in English and Portuguese or conversational Spanish/Italian and a demonstrated ability to learn romantic languages.
  • Experience working in the NGO Sector.
  • Minimum 3 yrs experience working overseas as a Country Accountant, Financial Controller or Finance Manager.
  • Track record of successful counterpart training.
  • Ability and willingness to travel to provinces and within districts.
  • Ability to support, monitor and mentor staff and to pass on this competency to line managers.
  • Ability to work to deadlines and under pressure.
  • Delegation, time management and prioritisation skills.
  • Good interpersonal, communication and team-building skills.
  • Ability to work on own initiative.
  • Efficient planner and manager.
  • Computer skills including Microsoft Word and Excel
DESIRABLE
  • Post-graduate qualification in management.
  • Course in training or capacity building.
  • Knowledge of Southern African Social and Political Context.
  • Familiarity with Concern policies and the strategic plan.
  • International driving licence.
