Technical Advisor III/IV: Senior Research and Evaluation Advisor

The Global Health Fellows Program II (GHFP-II) is seeking a Senior Research and Evaluation Advisor (GHFP-II-P2-096) to work within the Technical Leadership and Research Division of the Office of HIV/AIDS (OHA) in the Bureau for Global Health. Assignment: Two year fellowship. GHFP-II is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs.
The Senior Research and Evaluation Advisor will provide guidance to USAID, field missions, host governments, and implementing partners in research and evaluation activities as part of implementation of evidence-based HIV and AIDS programs.
RESPONSIBILITIES: Serving as technical advisor to centrally-funded programs covering priority HIV and AIDS implementation science and biomedical research issues in PEPFAR; Overseeing the analysis, synthesis, and dissemination of key findings from epidemiological data, modeling literature and implementation research relevant to international HIV and AIDS programs; Preparing and delivering presentations, reference materials, policy papers and reports on implementation research and programmatic topics relating to HIV and AIDS at high-level US Government and international fora; Publishing in peer-reviewed journals; Participating in high-level technical consultations, committees and advisory groups; Overseeing the identification and analysis of key HIV and AIDS implementation science and biomedical research issues and advising on priority research program areas; Contributing to epidemiological reviews, analyses, and interpretation of survey, surveillance, and implementation research data to monitor and identify results of various HIV and AIDS prevention, care and treatment programs; Participating to epidemiological and statistical design, methods and theories in designing studies to evaluate various HIV and AIDS intervention strategies; Providing technical guidance to USAID and US Government country teams on HIV and AIDS implementation research, including appropriate monitoring and evaluation methods and strategies, to guide the development and refinement of HIV and AIDS programs; Analyzing, reviewing and interpreting country program results, developing and reviewing of reports and technical publications; Guiding research, technical and programmatic capabilities to promote the activities of OHA.

REQUIREMENTS: Master’s degree in epidemiology, statistics, biological sciences, demography, social sciences, international health or a related field. Doctoral degree desired; Minimum ten (10) years’ experience working in public health, preferably HIV and AIDS, with at least 3-5 years’ experience working for research projects in international or resource challenged settings, with a strong track record of professional achievements; Experience in health program monitoring and evaluation and the analysis of survey, surveillance or clinical trial data; Knowledge of principles, methods, theories and procedures of epidemiology and statistics, including research design, statistical analysis, and causal inference; Knowledge of principles and practices of behavioral and biomedical research as applied to HIV and AIDS epidemiology, prevention, care and treatment; Familiarity with a variety of HIV and AIDS research and analytical approaches including randomized clinical and community studies and health systems interventions; Demonstrated experience in task-oriented team coordination; Demonstrated ability to deal with rapidly evolving problems that have an impact on major program and team management; Excellent written and interpersonal communication skills; A track record of peer-reviewed publications; Demonstrated flexibility and openness in responding to changing work priorities and environment; Ability to travel internationally; US Citizenship or US Permanent Residency required.
