MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent:
(A) Monitors correctness of supplies received by the Field Supply and Transport Department as to exact quantity and quality against orders raised and suppliers and shippers documents. For supplies of special nature, liaises with the user and jointly verifies such items; (B) Carries out random inspections of cargo loaded on UNRWA trucks to ensure that cargo is in accordance with covering load note(s) and that supplies are properly protected and trucks are properly sealed; (C) Certifies supply and other documents regarding receivability of orders; advises FSTO on course of action to be taken in problematic deliveries; (D) Raises discrepancy notes and insurance claims documentation for short/damaged deliveries, also Criticism of Material for material received which is not in accordance with requested specifications and description and other forms and certificates as may be required; (E) Follows up with users on the receipt certification and return of signed Receipt Vouchers (SM88s)duly signed by the Expending Officer(s); (F) Ensures the correctness of supplies moved within the Field as to quantity and quality; (G) Prepares reports and correspondence related to his function and maintains proper records thereof; (H) As directed by supervisor, physically sport checks all recorded equipment in the Field at least once a year. Reports findings to FSTO. Ensures that all new equipment received is properly recorded and marked in accordance with the Manual of Supply Procedures, and other relevant local instructions; (I) Checks physically and reconciles with stock records all inventories (including empty containers) held at the Field central warehouse and in training centers and other subsidiaries stores, prepares and maintains necessary records therefore; (J) Follows up with custodians on Agency losses to ensure that survey reports are initiated in accordance with standing instructions, raises and maintains necessary records and documentation; (K) Supervises the destruction of supplies properly authorized to be destroyed; (L) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES (A) Academic and Professional University degree in business administration or in a subject related to the above functions. (B) Experience A minimum of four years’ experience in the supply operation or a similar field.
(C) Language Very Good knowledge of spoken and written English and Arabic
(D) Other requirements Possession of valid driving licence. DESIRABLE QUALIFICATIONS i) Familiarity with shipping documentation practices and procedures ii) Familiarity with survey procedures
CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 1,936,660.- Contract Duration: Fixed term – to replace a staff member on Special Leave Without Pay till 15 October 2014. Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month Pension: Provident Fund contribution
EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. If the post is a project funded post (this will be indicated in the vacancy), an internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will not retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
TECHNICAL & PRACTICAL TESTS REQUIRED Short-listed candidates will sit for two tests: • Written technical test (100%). • Computer test (Pass/Fail), which includes (intermediate level: MS Power Excel 2003 and MS Access 2003)
The top 5 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited for an interview.
