POSITION SUMMARY
Freedom House is seeking a qualified Washington DC-based, short term proposal writer for an expected USAID RFA on human rights. The incumbent will serve as the proposal lead writer, including facilitating design and leadership in writing the response to the guidelines and requirements of the solicitation. S/he will facilitate proposal development tasks, starting with initial proposal preparation through submission. S/he will facilitate program design among participating partner organizations and all technical leads, prepare proposal development schedules, coordinate the work of team members, draft the technical proposal and facilitate proposal reviews. Team members include the technical director, subject matter experts, researchers, partner organizations, recruitment leads, budgeting leads, and proposal coordinator.
MINIMUM QUALIFICATIONS
- A JD or master’s degree in a relevant field.
- Prior program management and design experience in both development assistance or human rights promotion.
- At least 5 years of D&G or Human Rights proposal writing experience, with proven experience writing winning proposals for multiyear, complex programs with multiple partners for USAID.
- Knowledge of USAID procurement rules and regulations.
- Detailed knowledge of the proposal budget development process and cost proposal requirements.
- Excellent oral and written communication skills in English.
- Strong organizational and time management skills.
- Ability to write clearly and concisely, and to structure logical arguments.
- Ability to interact with managers at various levels of the organization and work closely with multiple, diverse international teams.
- Excellent interpersonal skills.
- Ability to work with tight deadlines in a fast-paced environment.
SOME ESSENTIAL DUTIES
- Lead the writing of a full proposal responding to the USAID RFA.
- Participate in proposal meetings and the development and review of proposal strategies and themes, including but not limited to facilitating brainstorming, solution design, and storyboarding sessions with the team members.
- Collaborate with the proposal team to formulate an appropriate understanding of the response strategy and ensure that the proposal clearly conveys the proper business perspective, key messages, value proposition, and differentiators.
- Incorporate the use of innovative graphics/graphic design to present the organization and strategy.
- Contribute in developing proposal schedules, outlines, compliance matrices, and writing assignments.
- Maintain version control of proposal drafts, forms, graphics, and reviewer comments in compiling technical sections of the proposal.
- Work with Freedom House compliance and finance staff to ensure that proposal budgets comply with solicitation requirements and cover anticipated costs.
- Assemble proposal components into a coherent whole and conduct final review and editing to ensure compliance with donor requirements and consistency of language and formatting.
- Participate in post submission/internal review.
