 Senior Program Manager - Governance Requisition Number 13-0190 Post Date 10/9/2013 City Washington, DC Description Pact seeks a senior program manager will provide technical guidance to Pact’s governance programming around the world. This includes strategic guidance on project work plan development, internal program evaluation, training for Pact staff on different aspects of Pact’s approach to governance programming. The senior program manager will also be required to contribute, and at times lead new program development (new business), which could involve frequent and extended travel abroad.
MINIMUM EXPERIENCE REQUIREMENTS • Excellent interpersonal and intercultural communication skills • Five plus years relevant field experience in governance programming in the developing world . Governance expertise must be in at least three of the following subcategories: social accountability/social auditing, advocacy, citizen engagement, civic education, community driven development,decentralization/ local governance, peace building/conflict management, applied political economy analysis • Strong proposal writing skills and proven experience with resource mobilization with public and private sector donors • Ensure proposals submitted by Pact involving governance work are technically sound and capitalize upon learning from other parts of Pact world; • Network with and gather intelligence on up-coming funding opportunities; • Play a representational role for Pact in relevant US-based fora and working with our field offices to develop and present papers that help Pact to maintain an image as a leader within the Governance field; • Assist in facilitating a dynamic community of practice of Pact staff worldwide that serves to ensure continuous learning across Pact • Assist to strengthen and revise Pact’s strategy, standards and policies, focusing on quality and standards; • In collaboration with others to provide high quality technical assistance to country offices so they better understand and are able to meet Pact and industry standards; • Support Country offices and Regional VPs during project start-up phase by helping to develop PMPs and Work Plans, and solicitations; share tools and materials from other similar projects within and outside of Pact; recruit, orient and train new program staff; help the field offices to implement initial project activities; • Provide, recommend, or arrange technical assistance upon request, drawing upon Pact’s global resource base as well as external consultants; • Ensure the technical quality of project reports; • Assess project burn rates to ensure that they are in line with programmatic results achieved and assist country offices to meet targets • Coordinate with other Pact DC departments to ensure that Country Office requests are processed in a timely fashion;
MINIMUM EDUCATION REQUIREMENTS • BA plus ten years of relevant field experience in developing world • Master’s degree plus eight years of relevant experience in development
