Contracts Officer (Nutrition), P-2

Purpose of the Position
Under the general supervision of the Contracts Specialist (Nutrition), procures nutrition products in accordance with the UNICEF Rules and Regulations, including contract management and implementation. Monitors and reports on supplier performance, global market development, and mid-to-long term forecasting.
Key Expected Results
  • Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
  • Issues international tender invitations to acceptable suppliers, evaluates quotations, clarifies offers and negotiates with suppliers, as appropriate.
  • Makes recommendations for finalization of purchases, adjudicates offers in consultation with Technical Officer and QA Centre. Prepares and defends submissions to CRC.
  • Establishes Long Term Agreements.
  • Reviews workload and coordinates placement of Purchase Orders to ensure quick response to requests received from Country Offices and Procurement Services partners.
  • Prepares, conducts and reports on market surveys on nutrition products including innovative approaches to address supply/demand imbalances and development of a healthy market.
  • Monitors supplier performance as well as worldwide market developments and long- term procurement planning in order to achieve the most cost-effective means of procurement.
  • Compiles and analyzes historical data and forecasts of nutrition products; manage data requests internal and external to the organization relating to pharmaceutical supply; identify areas for analysis and opportunities to support the Medicines & Nutrition Centre`s projects and reporting requirements, partners and other divisions.
  • Any other duties or assignments as requested by the supervisor.
Qualifications of Successful Candidate
  • Academic qualifications: University degree in business administration, commerce or law or related technical field required.
  • Work Experience: Minimum two years of progressively responsible professional experience, preferably at the international level.
  • Any other requirements Specific Technical Knowledge Required: Knowledge of international public procurement, contract negotiations and administration. Common Technical Knowledge Required: Good knowledge of computer applications, including internet navigation and various office applications along with advanced Excel skills required.
  • Language requirements: Fluency in English and knowledge of another UN language are required. Competencies of Successful Candidate
