This position is of OXFAM WaSH Manager in the country.
S/he should contribute to analysing the humanitarian needs of the country within the framework of public health, giving suitable information to the joint Oxfam Humanitarian Coordinator. It is expected that s/he will provide the technical support and ensure the co-ordination between the different departments (PHE, PHP with logistics, administration and finance...), and will supervise the quality of the technical products. S/he will also coordinate the Water, Sanitation and Health and Hygiene Promotion activities with other INGOs and local and national authorities - representing Intermón Oxfam.
Job purpose
PROGRAMMING:
Ensure quality WASH programming through regular monitoring and evaluation of the project activities and providing technical support to IO WASH team on the field and the local partners.
Support programmes (giving technical recommendations) to ensure programme objectives are achieved and quality standards met. Ensure quality of the technical products.
Ensure strategic programme integration (WaSH and VLH/DRR programme) through joint assessments, work plan development, programme review and MEAL.
CONTRIBUTING, REPRESENTING
Build in-country capacity and contingency planning to better respond to future emergencies.
Enhance OXFAM’s technical contribution to the WaSH sector through improving coordination, networking, and research and policy engagement with other agencies at the national and regional level.
Enhance and ensure adequate WaSH capacities at Country office and field depending on the humanitarian needs.
Liaise with donors if necessary, and represent OXFAM in national and international ad hoc clusters and forums.
It also requires ability to travel up to 50% of the time (based in Maputo with frequent travel to the field).
Essential requirements:
Masters or BSc degree in Civil/Water/ Environmental Engineering or other related fields.
Minimum 3 years experience of working in both development and emergency contexts with humanitarian organizations, in a similar position.
Experience in working with local partners, community-based organizations and communities.
Experience of contract management on medium-large scale WASH projects.
Experience in team management.
Excellent computer skills including familiarity Microsoft Word and Excel.
Availability to frequently travel to the field. Willingness and ability to work some weekends, holidays, after hours
Languages: Portuguese (working language) and English. Spanish is desirable.
Strong Portuguese and English writing skills
