Program Manager, Nutrition

The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III, has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.
In 2006, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen Malawi’s lab system, and scale up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines, and Health Financing.

CHAI is supporting the Government of Malawi to accelerate the scale up of Community Management of Acute Malnutrition (CMAM) to all 28 districts.  The project is aligned with the MOH nutrition workplan and includes ambitious, rapid targets on training health workers; procurement of essential equipment, supplies, and monitoring materials; upgrading of Nutrition Rehabilitation Units; conducting routine supervision and mentoring and other activities.  The project will have a focus on integration of the nutrition activities with complementary interventions in HIV and use of energy-saver technologies.   CHAI will coordinate all activities planned for the project, working closely with the MOH and four sub-implementing partners.  The project is closely aligned with the MOH’s national strategies and initiatives on nutrition and in fulfillment of government commitments on the G8 global nutrition for growth agenda and MDG 4 and 5.


CHAI is seeking an experienced, talented, highly motivated, and flexible individual to lead CHAI’s nutrition program as it seeks to reach ambitious targets.  Effective project management will be essential to attainment of the project goals.  The Program Manager, Nutrition, will be the lead on implementing the project activities and workplan and will lead an expanding team as the project takes off.  The PM will report directly to the Senior Program Manager for MNCH.
Responsibilities:
  • Take a lead role in supporting the MOH to plan and implement the scale up of updated CMAM training to 13 districts, including
    • Planning with the districts for the training cascade
    • Ensure adequate training materials
    • Organize financial and other logistics for the training, in partnership with the district health office
    • Assess effectiveness of training and attainment of intended targets.
  • Work with available data to determine procurement needs and to target distribution of equipment and supplies to facilities in need.
  • Lead the procurement process ensuring adherence to protocol and delivery of items within the project timeline. 
  • Support MOH supervision and mentoring and utilize data from these exercises to determine the effectiveness of roll out and any remaining bottlenecks to optimal implementation.      
  • Support MOH to drive uptake and improve   quality of services; ensuring mechanisms are in place for a sustainable service delivery system and that are scalable.
  • Manage relationships with sub-implementing partners, ensuring they are also adhering to timelines for project activities and providing appropriate reporting. 
  • Manage relationships with MOH nutrition unit, ensuring they remain actively aware of and engaged with the project activities, including helping to resolve project bottlenecks as they occur.  
  • Actively participate and drive innovation during Ministry of Health HIV technical working groups (TWG) and sub working groups meetings within the Ministry
  • Supervise at least two program analysts in CHAI to ensure they are engaged and contributing to implementation.  Participate in development of terms of reference and hiring processes for new staff for the project as needed.
  • Maintain and update as needed project management tools including budgets, workplans, and progress trackers.   Provide monthly financial variance explanations and project progress reports as needed. 
  • Participate in the proposal development process for follow on funds for the nutrition programme, including stakeholder coordination, drafting of proposal components, and ensuring appropriate approvals obtained. 
  • Contribute to the development and design of CHAI’s nutrition strategy in Malawi and globally, and supporting the mobilization and management of financial resources to implement that strategy.
  • Perform any other duties as assigned by the Senior Program Manager, MNCH.
Qualifications:

  • University degree, (preferably a Master’s Degree) ideally in   health, nutrition, agriculture, international development or business administration
  • 5+ years of professional experience in the private or public      sector, ideally within the health, nutrition, or agriculture sector. Professional experience in Malawi is preferred;
  • Project management experience, including experience leading      diverse teams, managing budgets and financial reporting, engaging in procurement processes, and effective workplanning.
  • Exceptional communication skills, including excellent spoken and      written English, and strength in building relationships in an African setting. Knowledge of additional languages of Malawi is an advantage
  • Proven ability to operate independently, multitasking, setting      and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking about major challenges facing Malawi.
  • Proven ability to “hit the ground running” with minimal      supervision, learning new administrative and project management systems quickly;
  • Good analytical (qualitative and quantitative) skills and      proposal development experience a plus;
  • Good proficiency in relevant computer applications, particularly    MS Excel, PowerPoint and Word. 
  • Knowledge and/or experience of the health sector in Malawi and nutrition programs in general would be a distinct advantage
