Policy and Programme Officer

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. We are currently recruiting for a Policy and Programme Officer to support the Director Office of our Policy, Programme and Innovation Division (PPI) on analyzing global strategic issues and policy trends. The position will be based at our Headquarters in Rome, Italy, for an initial contract period of 6 months.
Responsibilities
Under the overall guidance of the supervisor and with degree of independence, the Policy and Programme Officer will be responsible for undertaking the following key duties:
  • Produce well prepared, analytical work and/or manage projects, programmes and/or operations that require a significant amount of in depth analysis;
  • Perform advisory role in the Office of the Director of PPI on “Global Strategic Issues and Policy Trends”, including South-South and triangular cooperation, development cooperation in middle income countries, sustainable consumption and production patterns, among others;
  • Monitor the global discourse and research in regards to food and nutrition security to identify potential new global strategic issues and policy trends;
  • Support implementation of Middle Income Countries Pilot, as required;
  • Support coordination and establishment of WFP Centres of Excellence, where applicable;
  • Provide inputs and participate in relevant inter-agency working groups;
  • Perform relevant duties in support of other divisional priorities, as required.
Qualifications & Experience Required
Education:
  • Advanced university degree in Economics, Agriculture, International Affairs/Relations, Business Administration, Social/Political Sciences, Development Studies or a field relevant to international development assistance.
Experience:
  • 5 to 7 years of postgraduate professional experience in policy analysis and report writing.
Technical Skills & Knowledge:
  • Knowledge of major humanitarian and development challenges, trends and issues, including strategies for hunger reduction;
  • Proficiency in MS Office (Word, Project, Excel, Powerpoint, Outlook) and other standard office software packages and systems;
  • General knowledge of UN system policies, regulations and procedures.
Competencies:
  • Excellent analytical and negotiating skills;
  • Ability to communicate clearly both orally and in writing;
  • Resourcefulness, initiative, maturity of judgment and tact;
  • Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Flexibility in accepting work assignments outside normal desk description;
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Language:
  • Working knowledge (proficiency/level C) of English;
  • Knowledge of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages) is desirable.
