BACKGROUND: South Sudan, an independent nation since 9 July 2011, is emerging from decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC has been in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, and Central Equatoria states.
Position Overview: Under the direct supervision of Deputy Director for Operations and technical support of the Director Field IT, the IT Manager is a member of the IRC Operations Department in the Juba Office. The IT Manager will be responsible for all IT and Internet-related problems and is expected to perform the following assignments:
Responsibilities: Provide direct technical support to all IRC users based in Juba and field offices and mentor and build capacity of national IT Assistant in Juba as well as capacity of any other IT staff hired.
Level 1 technical support including but not limited to: - Hardware and software repairs observing warranty and following IRC IT best practices; password reset, account creations, account terminations, desktop and laptop builds and printer support
Level 2 technical support including but not limited to: - Microsoft Office support, Active Directory Maintenance, logging of problems in Service-Now IRC IT enterprise ticketing helpdesk system; South Sudan mailing list management - Specialized application installation and support – Sun Systems and Prologs - Assist with users e-mail account, creation, setup, archiving, termination and distribution group management - Verify and provide technical consultancy to procurement in regards to purchasing spare parts for IT equipment and ensuring equipment purchased are of the right specifications and conform to the IRC standard specifications - Install, document, manage and support wired and secured wireless networks for all field sites - Monitor the performance of the VSAT stations and wireless networks in all IRC South Sudan locations - Ensure data protection & backup systems are working properly (software & hardware) - Improve the network infrastructure (Internet servers, filters, domain controllers, backups, print servers, etc) Vendor management: - Work directly with IT vendors in country to obtain support, repair and warranty information Hardware inventory: - This position will work together with GSC and local Supply Chain and procurement in distributing and tracking all hardware and software installations - Make sure that all hardware & software are compliant with the IRC global standard specifications.
Collaboration, Planning and Reporting - As instructed by DDO responsible for updating and disseminating the IT policy of IRC South Sudan field sites and ensuring staff are aware of it - Provide trainings for day-to-day users in partnership with IT Assistant or other IT staff to strengthen knowledge of basic computer skills - In coordination with Director, Field IT, put work plans in place for improving IT systems, Internet connections and local networks for better performance and benefits - Create an IT strategy plan to improve the IT support to the country program - Participate in organizational-level application and hardware testing - Regular monthly reporting as per the report template attached to the JD - Perform other duties as assigned by your supervisor
Skills / Requirements: - BSc in Computer Science or equivalent - 2-3 years of relevant experience with NGOs or international organizations - Experience working with the following software: Windows XP Professional, Windows 7, MS Office 2007 + , Sophos Anti Virus - Experience with following technologies: LAN, WAN , VSAT [c and Ku band], VSAT installer certification preferred - Must be able to work with limited supervision and exercise independent judgment in problem solving
WORK ENVIRONMENT: Security: The security level is yellow. Major concerns are common criminality, presence of armed troops, tribal violence. Housing: The position is based in Juba with travel to field sites. Lodging in Juba is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV available at least several hours per day. Housing in field sites ranges from tents to traditional tukuls to brick buildings, with external showers and latrines. Food is the individual’s responsibility (covered in location differential).
