Overview:
In 2002, the Clinton Health Access Initiative (CHAI) began as the Clinton HIV/AIDS Initiative to address the HIV/AIDS crisis in the developing world and strengthen health systems there. Taking the lead from governments and working with partners, CHAI works to improve markets for lifesaving medicines and diagnostics, lower the costs of treatments, and expand access to life-saving technologies — creating a sustainable model that can be owned and maintained by governments.
In 2005, CHAI signed a Memorandum of Understanding (MoU) with the Government of Malawi to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen the Malawi’s Lab system, and scale-up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines (pneumococcal and rotavirus), and Health Financing.

The Clinton Health Access Initiative (CHAI) seeks a Volunteer, Analyst based in Lilongwe, Malawi to help the Government of Malawi (GoM) address critical funding shortfalls in the health sector.
Malawi faces the challenge of limited resources for health prevention and treatment activities, and CHAI has partnered with the GoM to seek new sources of financing and to realise maximum impact from existing financing. As part of CHAI’s Health Financing team, the Short-term Analyst will liaise with key government counterparts and help support the Ministry of Health (MoH) in conducting analysis to inform strategic decisions in regards to specific programmes, geographies, and the health sector in general.
The Short-term Analyst will help the GoM make health financing policy decisions through targeted use of data. With analytical tools such as gap analyses, resource mapping, and costing models, the Short-term Analyst will help GoM leaders track available resources against needs, identifying areas where funding can achieve greatest impact and allow the GoM to make informed decisions in selecting service delivery models and setting realistic targets. The Short-term Analyst will work closely with Senior Government leaders in the National AIDS Commission (NAC), MoH and the Ministry of Finance (MoF), also cooperating with donors, non-governmental organisations (NGOs), and civil society organisations (CSOs).
This position will have direct and immediate impact on the lives of thousands of patients. It presents an opportunity to work closely with a Government that is committed to finding opportunities for sustainable financing of the health sector, providing strategic advice and developing tools that will deliver improved healthcare for the people of Malawi.
Responsibilities:
Build relationships with government counterparts and provide analytical and problem solving support to identify and implement strategic solutions for Malawi’s health financing concerns:
  • Liaise with key GoM counterparts in issues related to strategic planning and evidence-based decision making;
  • Support CHAI’s Health Financing team in developing quantitative models and policy solutions to health financing issues, including:
    • Quantitative models to assess opportunities for improved efficiency and effectiveness of health interventions;
    • Track available resources against the country’s financial needs;
    • Draft policy memos to inform government, external stakeholders on health financing challenges and       opportunities; and
    • Develop and deliver presentations to government and partners.
  • Facilitate meetings with government and external stakeholders to drive operational and policy changes based on analysis of financing scenarios; and
  • Be a self-starter and work on a team of highly-motivated and analytical individuals.

Qualifications:
Minimum Qualifications:
  • A degree from a well-recognised, high-calibre university;
  • One to two years’ experience in a private or public sector enterprise;
  • Experience building and analysing quantitative models to inform decision-making;
  • Ability to identify key trends from complex datasets and translate them into clear advice for Government leaders;
  • Proficiency with MS Excel and PowerPoint (proficiency levels with both will be tested during recruiting process);
    • Ability to solve problems and direct decision-makers towards evidence-based solutions;
    • Ability to navigate political discussions objectively and diplomatically;
    • Excellent business-oriented verbal, visual and written communication skills;
    • Ability to build strategic relationships and interact with individuals of different backgrounds;
      • Excellent organisational and problem solving skills;
      • Ability to multi-task and thrive in fast-paced, high-pressured situations;
      • Tenacity and the strategic vision to independently develop solutions to complex problems; and
      • English language fluency, both written and verbal.
    • Experience doing complex analyses in excel including the use of advanced formulas, pivot tables, nested ifs, and index-match (knowledge of macros a plus)
Advantages:
  • Work experience in management consulting, finance or similar private sector enterprises;
  • Knowledge of and/or experience with the Global Fund proposal development process and other donor funding mechanisms (e.g. DFID, Gates, IHP, SWAp, HIPC funds);
  • Chichewa fluency, both written and verbal;
    • Experience working in developing countries, particularly in the health sector and in Sub-Saharan Africa; and
    • Experience with and/or interest in shaping national health policy decisions.
