Massingir Agroindustrial (MAI) is developing a greenfield sugarcane project at Massingir in the province of Gaza in Mozambique. The Government of Mozambique has awarded the right to develop the project to a consortium consisting of TSB, South Africa, and SIAL, Mozambique. It will involve significant local participation at all levels, including investment, employment and cane growing. The project involves the agricultural development of 37 000 hectares and will include the construction of a sugar factory and exporting of cogenerated electricity. The project will be developed in a number of phases and is planned to mill approximately 4.2 million tonnes of cane per year and produce either 500 000 tonnes of sugar or 160 000 tonnes of sugar and 240 million litres of ethanol in a season.
A comprehensive project programme has started and financial closure is expected by end 2014.
Candidates are being sought for the position of Project Manager: Commercial for an initial period of approximately 6 months with a planned extension to December 2014.
This position will be based in Maputo, Mozambique and will report to the Chief Executive Officer of TSB and be part of the Massingir project owner's team. Main responsibilities will include collaboration with project management to manage the commercial and finance-raising requirements of the Massingir project; coordination and management of the interfaces with all parties to lead through to a successful transition into operations; and coordination of the financial and commercial evaluation of the project with regular progress reports to the project owner and TSB Board. Participation in cost estimating, forecasting and contract analysis during the period to financial closure will also be expected of the incumbent, together with provision of ongoing commercial support and direction throughout the project process to bring the project to financial closure.
Applicants should hold a relevant Engineering or Sugar Processing degree. In addition, an MBA qualification or equivalent commercial second degree would be an advantage. Candidates should have extensive experience in the progressive project management of large, complex industrial processing, procurement and construction projects, ideally including sugar manufacturing, which should include time spent on projects with major contractors in civil construction or plant contracting. Strong project finance skills and commercial awareness are required, and excellent management, communication, report-writing and organisational skills as well as versatility, integrity and initiative are essential. Fluency in English is a prerequisite while a working knowledge of Portuguese would be an advantage.
