Description:
MCHIP is the USAID/Bureau for Global Health's flagship maternal, newborn and child health (MNCH) program. Implemented by Jhpiego in partnership with JSI, Save the Children, MACRO International, PATH, JHU/IIP, Broad Branch Associates, and PSI, MCHIP addresses the barriers to accessing and using focused, evidence-based MNCH interventions from pre-pregnancy to age five. The Program is designed to achieve impact at scale by maximizing the contributions of each level of the health service--from the community to the national level. MCHIP works with countries based on their individual needs and circumstances and contributes technical leadership at the global and regional level. JSI leads MCHIP’s work in child health, immunization and pediatric HIV/AIDS and brings several decades of experience in health systems strengthening and MNCH to the project team. Areas of child health work of particular importance to MCHIP at this time include integrated community case management (iCCM) of childhood illness and control of diarrheal disease.
The MCHIP Child Health Technical Officer (CHTO) will provide technical writing and backstopping support for the implementation and documentation of MCHIP-supported child health activities at global and country level. Approximately 60% of the job will entail drafting, editing and finalizing a variety of technical documents. The remaining 40% will see the CHTO backstopping technical activities, both at global and country level.
Responsibilities:
Under the supervision of the Child Health Team Leader, the CHTO will work in three key areas:
- Technical Writing/Documentation: Contribute to and manage the team’s plan for documenting MCHIP’s legacy in child health. Documentation will focus on MCHIP’s contribution to the introduction and scale-up of iCCM and the revitalization of ORT and introduction of zinc in diarrhea case management, both globally and in selected countries. Peer reviewed journal articles, country case studies, multi-country reports on specific topics, technical briefs, and other discussion pieces are anticipated, as are presentations to different groups at global and regional level.
- Technical Backstopping: According to his/her abilities and in support of the Senior Child Health Technical Officers, contribute to the implementation and monitoring of global and country level technical activities. Take responsibility for specific tasks and interface with USAID Missions, Ministries of Health and international agencies in planning and implementing program reviews, case studies, capacity building and documentation activities.
- Global and Regional Partnerships: As requested by the Child Health Team Leader, contribute to the Child Health Team’s current leadership on iCCM at the global level and respond to new mandates as USAID thinks through and defines specific follow up to the Child Survival Call to Action and A Promise Renewed.
Specific Responsibilities
The Child Health Technical Officer’s specific responsibilities will include but not be limited to:
Technical Writing/Documentation
• Support the development and implementation of MCHIP’s child health documentation strategy for global, regional and country activities.
• Write/edit research protocols, scopes of work for research consultants, publishable manuscripts, journal articles, technical briefs, etc.
• Lead the process of submitting and getting ERB approvals, as needed.
• Contribute to data analysis and synthesis.
• Manage research consultants, ensuring high quality and timeliness.
• Prepare and deliver presentations
• Support preparation of technical content for MCHIP reports and program reviews.
• Contribute to the development of guides, manuals and educational or informative materials related to MCHIP’s child health portfolio.

Technical Backstopping
• Supporting the Senior Child Health Technical Officers, provide technical input to global, regional and country activities. For example, several MCHIP countries are currently doing Child Health research projects and require some technical backstopping assistance in research methodology, tool development, etc.
• Support MCHIP’s role as Secretariat of the iCCM Task Force, participating in at least one of the Task Force’s technical subgroups.
• As requested, act as Child Health Team liaison with countries and other international and national partners during preparations for and implementation of activities related to community management of acute respiratory infections, diarrhea, fever and malaria, the revitalization of ORT/zinc, and other child-health related strategies.
• Support MCHIP’s role as Secretariat of the iCCM Task Force, participating in at least one of the Task Force’s technical subgroups.
• As requested, act as Child Health Team liaison with countries and other international and national partners during preparations for and implementation of activities related to community management of acute respiratory infections, diarrhea, fever and malaria, the revitalization of ORT/zinc, and other child-health related strategies.
Global and Regional Initiatives
• Support the operationalization of new mandates from USAID Washington under the Child Survival Call to Action and A Promise Renewed.
• Participate on behalf of the project in appropriate technical meetings and conferences.
• Perform other duties commensurate with training and experience, as assigned by the Child Health Team Leader, including specific activities at country level.

Qualifications:
Qualification for this position is as follows:
• Must have an MPH plus at least five (5) years of technical experience along the RMNCH continuum, including a minimum of two years in developing countries;
• Must have experience in technical analysis and writing, with proven ability to produce research protocols, journal articles, publishable manuscripts, technical briefs, etc;
• Experience in the design, implementation and/or technical backstopping of primary health care services child health is preferred;
• Clinical training/previous experience in managing childhood illness would be an added benefit;
• Strong oral, written and presentation skills;
• Experience with working on USAID-funded projects;
• Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality;
• An effective team player who has the proven ability to work successfully with other technical and managerial colleagues in a fast-paced work setting;
• Demonstrated ability to manage multiple tasks concurrently; excellent time management, organizational skills are a must;
• English fluency required; proficiency in French highly desirable;
• Willingness to travel up to a maximum of 20%.
