Introduction: The Department of Statistics (STATISTICS) is responsible for compiling and making available in a timely manner ILO statistics related to the world of work. It coordinates statistical activities and oversees the quality control. STATISTICS supports the development of international statistical standards in the field of labour through the International Conference of Labour Statisticians, the UN Statistical Commission and the UN Statistical Division and other international fora. As a priority, it provides ILO constituents with technical assistance to improve their ability to produce primary data in accordance with agreed standards. The position is located in the Household Surveys Group within the Surveys, Methodologies and Country Support Unit, responsible for the definition of international statistical standards and methods, the substantive inputs to the International Conference of Labour Statisticians and the technical assistance to countries. The position will report to head of the unit.
Specific duties
1. Responsible for developing and carrying out the International Household Surveys programme to support and promote, in particular, the implementation of national Labour Force Surveys in accordance with international labour statistical standards and in line with the ILO’s overall mandate to improve the availability of comparable official labour force and related statistics. Prepare manuals, technical guides and other model survey materials to support the implementation of the international Household Surveys programme.
2. Promote the development of international statistical standards in the area of labour, including concepts, definitions and methodologies. This includes leading of international expert groups, regional consultative meetings, tripartite meetings of experts and the International Conference of Labour Statisticians with a view to develop agreed new and revised statistical frameworks for measurement based on good practice; draft substantive inputs (reviews of national practice, working papers, reports); plan and carry out tests of proposals (pilot surveys, micro-data analyses); and promote the implementation of international statistical standards with constituents.
3. Provide technical assistance to ILO constituents and regional & international partners on the collection of labour force and work related statistics through household-based surveys, particularly labour force surveys and population and housing censuses. This includes: sampling design; questionnaire review, design and preparation; indicator calculation and tabulation of main survey/census results. Services are rendered through correspondence, advisory missions and participation as resource person in task forces, technical meetings, workshops and training courses.
4. Develop technical cooperation projects to boost the work area and increase possibilities to support member States in their statistical development. Represent the Office and promote collaboration in the area of household-based surveys with relevant national and international agencies.
5. Assist in developing a work plan to advance the Department’s work in the area of international labour migration statistics, with a view to propose new concepts and methods based on existing good practice and in line with relevant international statistical standards, adequate for implementation through household-based surveys and other data collection sources.

3. Ensure the quality of collected data for accuracy, consistency and comparability.
4. Develop new or revise existing statistical methods and quantitative models for analyses and estimates.
5. Develop and revise international standards on statistical concepts, definitions, classifications and methods and write manuals to assist countries and other constituents in their statistical development while ensuring international comparability.
6. Provide administrative and technical backstopping, guidance and advice to other ILO technical departments; field experts and constituents of the Organization in the planning, operation and evaluation of statistical programmes.
7. Organize seminars, workshops, training sessions, expert meetings etc. within and outside the Organization. Represent the Organization at various meetings. Prepare relevant reports.
8. Promote cooperation and maintain liaison with other related fields within the organization and with relevant statistical agencies, both national and international.
Education: Advanced university degree in the field of statistics, mathematics, social sciences or demography; or in economics or other related disciplines with training in basic and applied statistics or similar studies. Knowledge of computer science and its application to statistical work.
Experience: Eight years of professional experience at the national level or five years at the international level.
Experience in sampling techniques. Experience in leading international expert teams. Experience with the design and implementation of household surveys, particularly Labour Force Surveys. Providing technical advice to countries on surveys, statistical concepts and definitions. Development of new measurement standards.
Languages: Excellent command of one working language of the Organization (English, French or Spanish); good knowledge of a second working language (one of tem must be English).

Technical competencies: Ability to conceptualize statistical problems and find solutions; negotiate and agree on the transfer/exchange of information and to ensure the relevance and validity of statistical information for dissemination; initiate and execute projects; synthesize research and reach empirically based conclusions on related topics; formulate new concepts and methodologies, training materials, alternative courses of action and project proposals; prepare technical reports and advice, recommendations and standards; to evaluate and monitor technical cooperation activities and projects and supervise the work of junior staff.
Behavioural competencies: Ability to work in a multicultural setting, sensitive to diversity, and willingness to share job-related knowledge with colleagues, Client-orientation. Gender-sensitive behaviour and attitudes are also required.
