ORGANIZATIONAL LOCATION:
Under the overall supervision of the UNFPA Representative and the direct supervision of the National Deputy Director of the Public Health of the Ministry of Health (MOH), s/he will be the ensuring high technical and programmatic support, in accordance with the principles of results based management and good governance to reinforce the quality of the reproductive health programme within health system. S/he is located in National Public Health Department at the Ministry of Health maintaining strong working relationship with the team of MOH and CO.
DUTIES AND RESPONSIBILITIES:
Policy Advocacy and Technical Advice: • Provide government and non-governmental organization (NGO) counterparts with technical assistance and advice on the strategic direction for strengthening the delivery, access to and quality of Reproductive Health Services, formulate recommendations on potential critical maternal and sexual and reproductive health issues and provide advice in respect to health sector progress including Millennium Development Goals progress. • Strengthen evidence-based programming and policy dialogue to improve the implementation of national reproductive health program and strategy. • Assist and advise the Ministry of Health (MoH) to implement and monitor a National Midwifery Programme, • Assist and advise the MoH to monitor a National obstetric fistula programme, • Assist and advise the MoH to address the financial barriers to access RH/MH/FP, especially for the poorest, • Provide technical assistance to strengthen the national health information system with focus on Sexual and Reproductive health and especially Family Planning, emergency obstetric care, fistula and adolescents sexual and reproductive health and, . Provide advise and technical assistance on reproductive health commodity security and supply chain management.
Assist in the HPV vaccine programme • Capacity Development and Partnerships: • Provide technical assistance to national partners to scale-up quality health services to ensure universal access to reproductive health, including family planning, skilled birth attendance, emergency obstetric and newborn care, . Provide advise on public-private sector collaboration for FP and cervical cancer initiative and e-Health • Identify, develop and/or adapt guidelines, training materials, norms, protocols and manuals in substantive areas, in cooperation with MoH and other actors, • Strengthen the capacity of national institutions in the areas of needs assessments, resource mobilization and monitoring and evaluation. Evidence and Knowledge Development and Dissemination: • Support the National Directorate of Public Health in coordinating partnerships with other partners in the area of RH, particularly on Maternal Health Family Planning for advancement of knowledge. • Advocate for and support the incorporation of evaluation results and lessons learned in the updating of strategies and approaches in order to improve the effectiveness of national health interventions and UNFPA operations, • Provide support in developing a prioritized national operational research agenda, Technical Presentation: • Support the National Directorate of Public Health and CO in the development of presentations and inputs for advocacy and knowledge sharing at policy and technical meetings. • Carry out any other duties as may be required by the UNFPA Representative. .

QUALIFICATIONS:
Education: Advanced university degree in any of the following - public health, medicine, or other related fields. The degree must be directly related to the substantive area identified in the job description of the post. • Seven years of relevant and increasingly responsible experience in managing RH or health programmes, of which at least five years national and/or international experience in advising on SRH programmes RH commodities, health systems and supply management. Professional experience as Technical Specialist to Ministries of Health in other countries will be an asset . • General knowledge of the principles and operational aspects of integrated RH/MH care. • Interpersonal and communication skills for the dissemination of information and advocacy activities. • Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures, an asset. • Fluency in English and working knowledge of Portuguese.
