DEPUTY CHIEF OF PARTY, Malawi

Position Description:
Project Concern International (PCI) is currently seeking a Deputy Chief of Party (DCOP) for a P.L. 480 Title II USAID Development Food Assistance Program (DFAP) proposal in Malawi. The DCOP’s primary responsibility will be to assist the Chief of Party in reducing chronic malnutrition and food insecurity among vulnerable populations in Malawi through technical leadership, coordination and collaboration with implementing partners, and strategic oversight of all activities to cost-effectively achieve project objectives.
Primary Responsibilities:
·
In coordination with the Chief of Party, manage technical staff, project implementation staff and sub-grantees to ensure optimal programmatic quality
  • Contribute to the successful start-up,
      implementation and close-out of all project activities
    
  • Develop
      and maintain effective working relationships with donors, partners and
       local stakeholders
    
·
Backstop and provide technical support to the technical managers of the program to ensure planned activities are being implemented with the highest quality and on time.
·
Develop and carry out a plan to increase the capacity of local partners for the implementation of program activities.
  • Assure
      sound financial management of the project (e.g. budget execution,
       monitoring and reporting processes) and adhere to PCI and USAID financial
       policies and procedures

Review, implement and improve program and resource management systems in the field.
·
Ensure fluid communication and close working relationships between consortium partners.
  • Serve in key
      role of the program management structure and participate in strategic
       planning and direction setting for the program. 
    
·
Ensure compliance with cooperative agreements/grants/contracts and make recommendations for improving the overall effectiveness of the program.
·
Ensure the highest quality of programmatic and financial reporting to donors.
Qualifications**:**
·
Minimum of 5-7 years overseas experience in a similar role and significant experience implementing food security projects, preferably in Malawi
·
Experience managing a DFAP or Multi-Year Assistance Program (MYAP) in a similar context
·
Excellent understanding and familiarity with US Government donor regulations, ideally USAID Title II experience
·
Post-graduate degree in a related field (e.g. MPH, MSc)
·
Demonstrated abilities in NGO reporting, financial management, procurement, and project management
·
Familiarity and sensitivity to gender issues
·
Project performance management, including monitoring and evaluation
·
Demonstrated ability to create and maintain effective working relationships with local ministries, NGO partners, international agencies, and U.S. government agencies
·
Development philosophy in keeping with PCI’s mission, vision, core values and approach to integrated, community-driven programming
·
Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically
·
Excellent capacity building, team building/management, and coordination skills
·
Excellent facilitation, analytical and organizational skills
·
Excellent verbal and written communication skills in English
