BACKGROUND
The Finance Assistant will work with colleagues in the Finance Unit to ensure the smooth operations of the IUCN Mozambique office, its programmes and projects and assist the IUCN ESARO Finance team in achieving the highest standards in accounting and financial reporting of activities in Mozambique. Position is open only to Mozambique nationals or those with the right to work in Mozambique on local terms and conditions of employment.
SPECIFIC DUTIES AND RESPONSIBILITIES
A. Finance:
1. Daily recording of accounting data into the accounting system for all transactions that are encompassed within the country and inter-company transactions.2. Ensure sound cash flow management at all times.3. Assist the Head of offices in the budgeting process in line with ESARO vis-à-vis HQ communicated guidelines.4. Submission of monthly Back-ups, subsequent preparation of management reports and financial reports for review by the Senior Finance Officer and Regional Finance Manager5. Daily recording of accounting data into the accounting system including capturing of all transactions related to the country office and from inter-company current accounts6. Ensure high quality of financial data entered in the SUN system by checking compliance with the following financial management principles and IUCN requirements:7. Accurate filing of accounting documents.8. Confirm accurate account coding of documents supporting expense requests and claims.9. Assist to check and process expense requests and claims, with follow-up to ensure timely liquidation10. Ensure the preparation and submission of the monthly project management reports and analysis with supporting narrative to the ESARO Senior Finance Officer and Regional Finance Manager by the 15th day of each month-end after close-off11. In liaison with Regional Finance Manager and Senior Finance Officer, update Income and Expenditure Projections through monitoring of country office cost centre and project performance trends.12. Support the monitoring of the overall liquidity situation of the Mozambique office with a view to maintain appropriate liquidity levels, and ensure that the cash and bank accounts are managed in an effective manner.13. Prepare monthly Bank Reconciliations, and co-ordinate cashflow planning ensuring availability of cash to meet maturing obligations and consolidate cash requests for timely submission to the Senior Finance Officer prior to the beginning of each quarter within the financial year.14. Prepare donor invoices for all projects with timely on overdue grant income.15. Under the guidance of the Regional Finance Manager, Senior Finance Officer & Head of Office:a. Monitor actual implementation versus plan (budget) on a monthly basis, including actual cost centre core income versus expenditure and prepare analysis as appropriate.b. Ensure at the minimum monthly booking and cross charging of management fees and staff time.c. Track and update the schedule of actual (average) staffing costs versus total staff time income earned for all qualifying staff members on a monthly basis and cumulatively, with the updated cumulative monthly position and projections provided to management and relevant staff. d. Track and update the status of actual versus budgeted cost recovery for each approved project budget being implemented or managed by their respective offices, and against their respective overall country office/cost centre budgets. 16. Liaise with the Senior Finance Officer and Regional Finance Manager to organize project specific audits, carry out internal reviews of cost centre/projects, and arrange for the smooth conduct of internal and external audits in the country office, including the timely provision of required information.B. HR Support Payroll Management1. Maintenance of payroll system by ensuring that system updates are timeously implemented2. Ensure statutory requirements are complied with in terms both tax and handing over of such deductions to the relevant authorities3. Ensure that year -end tax reconciliations are done and are in agreement with the requirements of the tax authoritiesC. Others1. Assist to develop capacity of non-finance staff on IUCN & relevant donor financial management guidelines, policies and procedures as may be required.2. Carry out other duties as may be reasonably assigned by the Senior Finance Officer and Regional Finance Manager from time to time.
REQUIREMENTS
- University degree or diploma in accounting, finance, or Part CIS, ACCA, CIMA;
- Minimum 2-3 years' work experience in similar positions;
- Proficient in the use of computer applications including MS Office (Excel, Word and PowerPoint), Email, Internet and ability to learn other organisational applications.
- Previous experience with financial software highly desirable
- Fluency in written and spoken English and Portuguese is essential.
- Experience working with development projects considered an advantage;
- Understanding of basic non-profit accounting principles and experience in developing, monitoring, and reporting on budgets
- Highly motivated and results-oriented individual;
- Ability to multi-task and work under pressure;
- Ability to work both independently and as part of a larger team
- Strong analytical capabilities and a high level of organization and attention to detail
