COMMUNITY ADVERTISEMENT FOR THE POST OF SENIOR PROGRAMME OFFICER FAMILY AND
REPRODUCTIVE HEALTH PROGRAMME (FRHP)
The
East, Central and Southern Africa Health Community (ECSA-HC) invites
applications for the Post of Senior Programme Officer, Family and Reproductive
Health Programme from suitably qualified persons who are nationals of member
states. The ECSA Member states are Kenya, Lesotho, Malawi, Mauritius,
Seychelles, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
The
Organization
The
East, Central and Southern African Health Community is a regional organization
set up in 1974 to promote the highest possible standards of health among member
countries. ECSA-HC is mandated to foster among member states cooperation that
will lead to the strengthening of health care programmes in the region. The
Secretariat implements its activities through specific programmes in Family and
Reproductive Health, Food Security and Nutrition, Health Systems and Services
Development, HIV/AIDS and Infectious Diseases, Monitoring and Evaluation, Human
Resources for Health and Capacity Building and Research, Information and
Advocacy.
Broad
purpose of the post
To
provide technical support to the Family and Reproductive Health Programme. The
Senior Programme Officer will report to the Manager of the Family and
Reproductive Health Programme.
Specific
duties
- Work closely with the Manager
of FRH to respond to administrative and programmatic requests from member
states, partners and funders.
- Support the monitoring
and follow-up of specific activities and workplans.
- Prepare, write and/or
edit concepts, proposals, technical and meeting reports.
- Assist in the
development of technical presentations for national, regional, and
international audiences.
- Conduct surveys,
literature searches and review of published literature on issues relevant
to FRH.
- Provide assistance to
the Manager of FRH to coordinate activities, develop strategies and
budgets.
- Support and/or lead the
planning and organizing of regional and international meetings and
conferences.
- Work with consultants to
ensure that assigned duties are achieved with high standards within a
given timeframe.
- Perform other related
duties as assigned by the Manager or Director General.
Education,
professional qualifications and relevant working experience
The
jobholder should have a basic Medical Degree (Doctor or Nurse) and a Masters
Degree in public health or other relevant health post graduate qualification.
He/she should have at least five years of relevant experience in family
planning/reproductive health, international development or programme
management. Experience working with international partners and in resource
mobilization including proposal writing and concept development will be an
added advantage.

Familiarity with reproductive health, family
planning, public health, international development, and/or social science
research.
2.
Sensitivity to cultural diversity and
understanding of the political, contextual, and ethical issues in reproductive
health.
3.
Interpersonal,
organizational, analytical, leadership and writing skills.
4.
Strong
communication skill.
5.
Event
planning and budgeting experience.
6.
Relevant
computer skills including proficiency with Microsoft Office.
7.
Ability
to work independently on multiple tasks and under strict deadlines.
8.
Ability to build strong working relationships
across different teams, departments and management levels and with external
collaborators.
Age: 30-56 years
Remuneration
Package
An
attractive package will be offered to the right candidate. The package details
may be obtained on request from the Director General, ECSA Health Community,
Arusha, Tanzania.
This is a three-year
contract appointment with the possibility of renewal.
