The Inter-Agency Network for Education in Emergencies (INEE) is an open, global network of over 10,000 practitioners, students, teachers, and staff from UN agencies, non-governmental organizations, donors, governments and universities who work together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment. The INEE Minimum Standards for Education: Preparedness, Response, Recovery is the network’s foundation tool. They provide concrete guidance based on education rights and good practices to improve access to safe, relevant and quality education.
In 2014, as part of INEE’s strategic goal to support quality education programming in prevention, preparedness, response and development, INEE will develop a 90-minute training module on early childhood development (ECD) in emergencies. This training module will be added to the existing INEE- Education Cluster Education in Emergencies (EiE) Training Package, which currently consists of 18 modules. This module will be developed through a highly consultative, inter-agency collaborative process building on the content of leading ECD-related tools and resources. An inter-agency reference group will be set up to provide advice, guidance and feedback on the module. The reference group will include ECD specialists from the INEE Working Group on Minimum Standards, INEE Working Group on Education and Fragility, INEE ECD Task Team and the IASC Education Cluster’s Capacity Development Group and ECD Thematic Group.
The 90-minute module will consist of all necesary training materials including a PowerPoint presentation, facilitator guide, handouts, supplementary materials, etc. Once the module is developed it will be shared and promotioned through the INEE website, INEE Toolkit, INEE Bi-weekly bulletins, Education Cl uster webiste, Education Cluster Capacity Development Group, listservs of leading UN and NGO partners, social media and more.
Key activities:
* Prepare materials for a 90-min ECD training module (PPTs, facilitators guide, handouts, agenda, etc.) for the INEE-Education Cluster Training Package available here.
* Convene an inter-agency reference group of ECD specialists to ensure highly consultative, collaborative development process. Request and incorporate feedback from the reference group.
* Pilot the training module at least once. The consultant is responsible for pilot organization and facilitation. In addition, the consultant will provide the opportunity to review group members to pilot the module as well. Collect and integrate feedback from pilot trainings.
* Write a listserv message sharing information on the training module with the INEE membership.
* Ensure the ECD training module is shared through all relevant websites including the INEE website, INEE Toolkit, UNICEF Back on Track website, Education Cluster website, etc.
Deliverables and timeline:
The following outputs will be submitted to the INEE Coordinator for Minimum Standards and Network Tools:
* One pilot of the 90-min core training module conducted with report submitted to INEE Secretariat.
* Final 90-min core training package—PPTs, facilitators guide, handouts—ready for uploading on the INEE website.
* ECD modules are available through all relevant websites including the INEE website, INEE Toolkit, UNICEF Back on Track website, Education Cluster website, etc.
* Listserv message (1 page)
All deliverables must be completed by December 15, 2014.
Consultancy will be from approximately May 25 to December 15, 2014.
This consultancy is part-time and home-based with tra vel to conduct at least one pilot training. The consultant will liaise with the INEE Coordinator for Minimum Standards and Network Tools and INEE Deputy Coordinator for Minimum Standards and Network Tools.
