Purpose of the Position
Accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies. Thus, contributing to achieve strategic priorities and objectives and expansion of UNICEF assisted Health interventions.
In addition, for specific case in Mozambique, incumbent will be leading Monitoring and Evaluation efforts of the Health and Nutrition section. S/he will support Ministry of Health in strengthening data collection and analysis for key UNICEF programmatic priorities. S/he will represent UNICEF in the Planning, Infrastructure, Monitoring and Evaluation (PIMA) Aid Effectiveness working group and in relevant UN wide fora on M&E. S/he will be the focal person for knowledge management activities and innovations within the Health and Nutrition Section and will work in close collaboration with the Social Policy Section to more effectively harness evidence for policy making in favour of children.
The incumbent will provide technical support to Ministry of Health counterparts in planning/budgeting, particularly in UNICEF`s priority provinces (Tete and Zambezia). S/he will assist national and provincial authorities in the annual planning and budgeting exercise, as well as in regular reviews of programme performance.
The incumbent will represent UNICEF in specific meetings of the Health Partners Group and will be in charge of UNICEF work related to the common fund PROSAUDE.
Key Expected Results
- Timely, regular data-driven analysis with consistent integration of sex-disaggregated data for effective prioritization, planning, development and results-based management for scaling-up specific Health interventions.
- Technical expertise on specific Health interventions.
- Technical and operational guidance provided to key government and non-government partners on scaling-up interventions, including the elaboration and implementation of detailed sectoral work-plans and budgets (downstream activities).
- Monitoring, evaluation and reporting on specific Health interventions carried out through various field visits, in a timely manner, efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
- Government and non-government recipients accountable for UNICEF specific supply, non-supply and financial assistance.
- Effective knowledge management through documentation and dissemination of lessons learned and implementation of appropriate capacity building activities.
- Integration of rights-based approaches and humanitarian principles in related interventions.
- Effective communication, networking and leveraging achieved through partnership and collaboration with related government and non-government partners.
- Other assigned duties and responsibilities.
Qualifications of Successful Candidate
- Advanced degree in one of the disciplines relevant to the following areas: Public Health, Health Policy and Management, or a field relevant to international development assistance in Health.
- Five years of relevant work experience. Awareness of the technical support required in health related emergency and humanitarian preparedness.
- Experience working in the UN or other international development organization, and field work experience an asset.
- Background/familiarity with Emergency and gender mainstreaming.
- Fluency in English and a second UN working language. A good working knowledge of Portuguese would be an asset.
