Required Qualifications: Candidate must have an advanced medical degree (i.e. MD, Physician’s Assistant, Nursing. In addition, a Masters in Public Health degree is preferred). Must have a minimum of 5 years experience working in a clinical setting within a developing country context; must have strong program planning and implementation skills, preferably working with PEPFAR funding, and experience with the design and implementation of clinical quality improvement programs and quality improvement methodology. Fluency in Portuguese and English and a minimum of 1 year experience working in Lusophone Africa is required (Mozambique experience preferred).
Background:
The Vanderbilt University Institute for Global Health (VIGH) and its affiliate Friends in Global Health (FGH) support HIV/AIDS care and treatment programs (HIV adult and pediatric care and treatment, Prevention of Mother to Child Transmission (PMTCT), Counseling and Testing (CT) services, Tuberculosis (TB) program services and exposed child services (CCR)) in 10 rural districts within Zambézia Province (Alto Molócuè, Chinde, Gilé, Ile, Inhassunge, Maganja da Costa, Mopeia, Morrumbala, Namacurra, and Pebane). This support is provided through PEPFAR funding from the US Centers for Disease Control and Prevention (CDC).
Vanderbilt University (VU) established FGH, an NGO in Mozambique, to provide technical assistance and capacity building as well as to facilitate and oversee fiscal and administrative matters in support of the Ministry of Health (MISAU). The program strives to develop and maintain effective and sustainable HIV care and anti-retroviral treatment (ART) programs in conjunction with provincial and district health authorities.
Position Description:
The Quality Improvement Technical Advisor will serve as the FGH clinical quality improvement focal point. The position will design,plan, manage, oversee and implement FGH supported clinical quality improvement strategies in Zambézia Province to: 1) Reduce new HIV infections, 2) Increase access and use of high quality HIV care and treatment in rural communities, 3) Improve linkages and integration of HIV and related primary health care services, 4) Support sustainable Mozambican systems and institutions and 5) Ensure care and support for pregnant women, adults and children affected by HIV/AIDS.
This position will work under coordination of the FGH Technical Director to act as a liaison with donors, government, media, partners and other stakeholders on quality improvement and other care and treatment related issues. He/She will require familiarly with USG protocols and vision of Mozambican country policies and protocols to work and provide technical support in the development and implementation of quality improvement strategies at national, provincial and district level. He/She will participate in grant reporting processes, planning and continuation applications as required.
The Quality Improvement Technical Advisor will also provide technical support for the implementation of the National Quality Improvement Strategy and the Partnership for HIV Free Survival. This will include required participation in national and provincial quality improvement technical working groups and the provision of direct support for implementation at FGH supported sites. In collaboration with the FGH quality improvement committee, this position will develop interventions to strengthen care and treatment systems and services in critical areas using quality improvement methods. These interventions should inform programmatic priorities including antiretroviral treatment retention, linkage to care, service expansion, etc. He/She will also collaborate with the Monitoring & Evaluation Director to define key indicators and routinely review data to ensure FGH meets clinical targets. He/She will perform annual performance evaluations of the Quality improvement team to ensure that the team is performing effectively. This position will require travel to FGH supported districts regularly to monitor quality of service, identify unmet needs and support program area coordinators.
