Reference: Sector-wide Approach (SWAP) Leadership Forums for the Democratic Governance Sector (dgs)

BiRD is looking for a Senior National Strategic Planning and Institutional Development Expert as part of its Democratic Goverance Programme (DGP) under the EU 11th EDF.
The global objective of this assignment is to contribute towards the achievement of Result Area 3 of the Democratic Governance Programme: Progressive realisation and implementation of a better coordinated Governance Sector.
Specific objectives
a) To update a learning-needs assessment of a sample of leaders/managers in the DG Sector institutions with a particular focus on gaps in knowledge, skills and attitudes regarding Sector Wide Approaches and Implementing Policy Change (IPC).
b) To update, refine and facilitate learning sessions on Sector Wide Approaches and Implementing Policy Change (IPC) for leaders/managers of sector institutions at the policy, middle and operational levels in order to address the capacity gaps.
The consultant team will consist of 2 experts, with the first team member being an International Democratic Governance and Sector Wide Approach (SWAP) Expert, while the second position will be filled by a National (Malawi-Based) expert in the field of strategic planning and organizational development with clear understanding of SWAP management. The team will work collaboratively and will jointly be responsible for overall planning, coordination and management of the mission as well as the overall analysis, conclusions and recommendations as drafted and presented in the final mission report.
Experts should have the following skills and competences:
Proven knowledge and experience of SWAPs;
Fluent in spoken and written English;
Facilitation and training expertise;
Excellent analytical competence and interview skills;
Active listening skills and strong report writing skills;
National Strategic Planning and Institutional Development Expert:
Qualifications and skills:
University degree in economics, political science, public/business administration or related field;
General professional experience:
Minimum of 7 years of relevant professional experience;
Proven experience in participative planning and strategy development processes, preferably in the public sector context.
Specific professional experience:
Proven experience in the design and/or implementation of public Sector Reform Strategies in the Malawian context, with a particular emphasis on institutional capacity assessment, strategic planning and institutional capacity building and/or SWAP management;
Proven knowledge and understanding of Organisational Development issues is essential;
Knowledge of the Democratic Governance Sector institutions in Malawi is an essential requirement.
The estimated start date for this mission is September 2015. The main mission period is 1 calendar month spread over a period of roughly 2 months from September to October 2015.
