Background
In response to calls from gender equality advocates for increased accountability for implementation of gender equality commitments in economic policies and financing decisions related to aid and domestic resources, UN Women will be implementing the programme Increasing Accountability in Financing for Gender Equality (2012-2015) funded by the EU and Spain.
The programme aims at increasing the volume and effective use of aid and domestic resources to implement national commitments to gender equality and women's empowerment. It will be implemented in 15 countries (Ethiopia, Haiti, Honduras, Jordan, Kyrgyzstan, Nicaragua, oPt, Senegal, Ukraine, Cameroon, Tanzania, Nepal, Peru, Bolivia and Rwanda) in close partnership with the European Commission (EC), ITC/ILO building on the results of collaboration in the area of gender responsive budgeting and aid effectiveness carried out over the past years.
 In Jordan the programme will focus on support national efforts on:
  • Support the efforts of national partners in the development of the Strategy on Gender Equality with defined targets, financing and implementation arrangements aligned with the Medium Term Development Framework;
  • Strengthening capacities of CSOs, women’s organizations, parliamentarians and the media to participate in planning and monitoring of sectoral budgets, and to demand accountability for gender equality;
  • Strengthening capacities of government partners and donor organizations on development and aid effectiveness and incorporation gender priorities in sectoral plans and budgets.
UNWomen office in Jordan is committed to develop the capacity of the Jordanian government, Jordanian MP’s, women advocates, inline ministries and civil society organizations in implementing its commitment to GRB.
Duties and Responsibilities
The consultant will be hired to support the planning, facilitation and reporting of two training workshops. The first one will target the Ministry of planning; Ministry of Finance and other inline ministries and the second one will target civil society organizations, MP’s and women advocate.
The consultant will be required to provide input into the list of invitees, prepare background documents, and draft the overall trainings report.
 Under the direct supervision of the project manager and in direct coordination with the Programme Specialist, the Consultant will be responsible of delivering two trainings on GRB based on the needs assessment. The consultant will have to undertake the following tasks which include, but not limited to: 
  • Submit to UN Women Jordan office an inception report outlining a detailed and time-bound work plan, including methodology of training and steps to be followed towards meeting the objectives that will be used to guide and monitor the flow of work during the duration of the consultancy;
  • Develop capacity needs assessment methodology and needs assessment strategy to (1) identify partner needs (and priorities in relation to GRB (2) provide recommended guidance on effective strategies, models and practices in promoting gender accountability in budgetary policies and practices in the Region.
  • Share and validate results of the capacity needs assessment and capacity building strategy with UN Women and partners to ensure actual needs are understood and appropriate strategies are designed;
  • Undertake a desk review of the state budget and carry out an initial budgeting process analysis. Based on the results of the desk review, identify gender gaps in the budgets, budgetary processes. This information should be integrated in the two trainings;
  • Use the findings of the needs assessment to undertake the following:
  • Develop training course for the two target group and draft the agenda of the two training courses
  • Facilitate two training programmes on GRB;
  • Analysis of pre and post assessment questionnaire, and production of final report evaluating the trainings. and identifying next steps.
Deliverables
  • Inception report outlining a detailed and time-bound work plan;
  • Capacity needs assessment methodology and needs assessment strategy;
  • Finalized Agenda and approved training materials;
  • Completion of the two trainings;
  • Submission of the final approved report.
     The consultancy will commence on Sep 24, 2013. The total duration of the contract is 3 months with actual 20 working days including reporting and integration of inputs from relevant stakeholders. The proposed fees should be including a two- three days mission to Amman.

    Required Skills and Experience
    Education:
    • Advanced degree (preferably PhD) in in economics, international development, public sector reform or a related discipline.
    Experience:
    • A minimum of 10 years of progressively responsible experience at national and international levels, dealing with gender equality, local development, public administration and social policies with specific expertise on gender responsive budgeting (GRB) and public finance;
    • Demonstrated ability to work in an independent manner; ability to organize work efficiently and deal with multiple tasks;
    • Proven experience in designing training activities and facilitation;
    • In depth knowledge of government planning and budgeting, proven experience on GRB, and GRB in the Arab states region in particular.
    Language:
    • Fluency in English & Arabic is required, French is an asset - the final report will be in English.
