Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition (http://www.unep.org). This post is located in UNEP/DEPI at the Nairobi Duty Station. Reporting to the Deputy Executive Director and within delegated authority, the Director will be responsible for the following:
Responsibilities
  • Formulate and implement the substantive work programme of the Division, determine priorities and allocate resources for the completion of outputs/results and their timely delivery, in co-operation and co-ordination with other UNEP divisions and offices;
  • Oversee the management of activities undertaken by the Division as a contribution to the UNEP Programme of Work, including preparation, execution and monitoring of budgets, assigning and monitoring of performance parameters and critical indicators and other administrative tasks;
  • Ensure that programmed activities are carried out in a timely fashion and co-ordinate work in the different areas both within the Division and other UNEP divisions and offices and with other organizations of the UN System, donors and agencies;
  • Co-ordinate and oversee the preparation of reports for presentation to donors and inter-governmental bodies such as the UN Environment Assembly of UNEP, Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, other subsidiary bodies of the General Assembly and other policy-making organs;
  • Manage, guide, develop, encourage and train staff under his/her supervision;
  • Foster teamwork and communication among staff in the Division and across organizational boundaries; Chair meetings and seminars on substantive related issues;
  • Represent the Organization at international, regional, inter-agency meetings, seminars and conferences;
  • Provide programmatic/substantive expertise and, when appropriate, hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education
  • Advanced University Degree (Master's degree or equivalent) in one or more of the following disciplines:
  • Social sciences, Natural sciences, Business administration or Management, Finance, Law, Economics, Environmental management or other relevant field.
  • A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
Work Experience
  • Over 15 years of progressively responsible experience in the field of environment and development, human resources management, business or financial in multicultural institutions as well as programme and project planning and analyses, and budgeting.
  • Work experience at senior officer level assignment in an Organization, desirable.
  • Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For this position fluency in oral and written English is required.
  • A good working knowledge of French is desirable.
Assessment Method
  • Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
