Under the guidance and direct supervision of the HR Director, Deputy HR Director, Head of Support Services or Operations Manager, HR Advisor/Specialist, the Human Resources Analyst ensures effective delivery of HR services in the Regional Office or Operations/Project Centre, ensuring high quality, accuracy and consistency of work. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high personnel morale.
The HR Analyst may supervise and lead personnel of the HR Unit. He/she works in close collaboration with the Programme, Operations and project teams in the Regional Office or Operations/Project Centre and UNOPS HQ personnel ensuring successful performance in HR management.
The HR Analyst is expected to apply theoreticalconceptual models, make rudimentary analysis of project parameters in support of greater programme development activities. Team environment provides rich learning opportunities and facilitates rapid professional development. The duties performed as well as external contacts are rather limited. The incumbent grows professionally to be able to embrace responsibilities at higher levels.

Provides support to the implementation of HR strategies andpolicies focusing on achievement of the following results:
- Full compliance of HR activities with UN rules and regulations,UNOPS policies, procedures and strategies; effective implementation of theinternal control, proper design and functioning of the HR management system.
- Regional Office or Operations/Project Centre HR business processesmapping and elaboration/establishment of internal Standard Operating Procedures(SOPs) in HR management, control of the workflows in the HR Unit.
- Analysis and elaboration of proposals on the strategic approach torecruitment in the Regional Office or Operations/Project Centre, proper use ofcontractual modalities, forecast of the staffing needs, performance evaluationand career development management.
Provides support to effective human resources management focusing on achievementof the following results:
- Management of actions related to the unit's human resource activities, e.g., recruitment (including annual recruitment plans), job descriptions, job classification, vacancy announcement, screening ofcandidates, organization of interview panels, placement, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application ofUNOPS rules and procedures.
- Oversight of recruitment of UNOPS project personnel.
- Information and advice to UNOPS personnel on the conditions of service,duties and responsibilities, and privileges and entitlements under the UN Staff Rules and Regulations.
- Support to management of entitlements and position funding delegated to the HR Unit.
- Development and management of rosters.

- Liaison with UNDP and other UN agencies as and when appropriate to ensure consistency with other UN–wide regulations and rules.
- Preparation and/or review of human resources submission requests to HQCPC, in accordance with relevant Procurement/HR guidelines.
- Assistance in the planning and development of the HR components of the office's annual report

- Support to the implementation of the protocol for performance appraisal process, facilitation of the process.
- Support to effective learning management including establishment of the office Learning plan and individual learning plans in collaboration with the Senior Management.

Education
- Master's Degree or equivalent in HR, Business Administration, Public Administration or related field. Applicants with a Bachelor's Degree with additional two years of relevant working experience may also be considered.
Experience
- Minimum 2 years of experience is required at the national or international level in providing HR advisory services and/or managing personnel and operational systems.
- Minimum 2 years of experience is required in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and experience in handling of web-based management systems.
