The Government of Malawi is still facing significant challenges in the area of public financial and economic management despite the progress that has been made in recent years. In particular, taxpayers are not exercising adequate influence in demanding accountability. Although they pay taxes, citizens are not sufficiently educated to enable them to demand accountable and responsive government. In addition, the Malawi Revenue Authority (MRA) has not yet tapped the full potential for increasing domestic revenues. This is crucial if Malawi is to become less dependent on aid and establish a sustainable basis for implementing long-term strategies. The project 'Strengthening Public Financial and Economic Management in Malawi', which is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), takes a holistic approach, cooperating with institutions on both the income and the expenditure sides of the budget.
Your tasks
Your support to the MRA, among others, will include advice on the change management process at the authority, taxpayer education and international taxation. Besides advising on tax and non-tax revenues and the application of the IMF-supported Tax Administration Diagnostic Assessment Tool (TADAT), you will also liaise with the regional African Tax Administration Forum (ATAF) and other development partners in this area. In addition, you will provide guidance on strengthening the Ministry of Finance's oversight function regarding MRA. You will develop, implement and monitor concepts and work plans for capacity building, including on-the-job training. In the area of intervention 'Demand for accountability and resource mobilisation' you will support the project manager in managing project work, including the preparation and execution of the project budget and monitoring of activities.
Your profile
You hold a Master's Degree in finance, economics, administration and/or political science in the area of public financial management and have at least four years' experience in a similar tax administration environment or finance ministry. In addition, you have worked in German/international development cooperation and have gained in-depth advisory and management experience in implementing complex reform agendas. Experience in creating networks and building alliances would be an asset.
You possess a high level of cultural, political and diplomatic sensitivity and have the patience and persistence to achieve goals in a challenging work environment. The position requires an excellent command of English; knowledge of German would be an asset.
Assignment period
01.08.2014 - 30.06.2016 (an extension may be possible)

Other information
The position demands occasional work-related travel within Africa. Malawi has a sub-tropical climate and the security situation is calm. Several international schools and childcare facilities are situated in Blantyre. The medical provisions are adequate.
