Field of activity
The Government of Malawi is still facing significant challenges in the area of public financial and economic management despite the progress that has been made in recent years. In particular, mechanisms for accountability remain underdeveloped. Malawi's National Audit Office, the country's supreme audit institution, still needs to strengthen its independence and also requires urgent support on strategic and organisational aspects and on improving the quality and scope of audit work. Interlinking the National Audit Office with internal audit activities, the Anti-Corruption Bureau and the police is also of great importance. The project 'Strengthening Public Financial and Economic Management in Malawi', which is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), takes a holistic approach, cooperating with institutions on both the income and expenditure sides of the budget and also supporting the internal and external audit functions.
Your tasks
Your support to the National Audit Office, among others, will include advisory services regarding awareness-raising and stakeholder dialogue on the role and independent status of a supreme audit institution. In addition, you will advise on strategic matters and support capacity building measures for improving the quality of audit work. Cooperation between the National Audit Office and regional and international initiatives (African Organization of Supreme Audit Institutions AFROSAI, International Organization of Supreme Audit Institutions INTOSAI) will be of major importance. Additional interlinkages between the National Audit Office, the Anti-Corruption Bureau, the media and civil society are also to be improved. You will support the project manager in managing project work, including the preparation and execution of the project budget and monitoring of activities.
Your profile
You hold a Master's Degree in law, economics, administration and/or political science and have proven experience in providing advice and strategic guidance to institutions, combined with in-depth knowledge of public financial systems and accountability mechanisms (internal as well as external). Ideally you have work experience as an auditor or in a supreme audit institution. Furthermore you have very good knowledge of international standards (INTOSAI, AFROSAI), in-depth work experience in German/international development cooperation and knowledge of GIZ instruments and standards. Experience with capacity development would be advantageous, coupled with cultural, political and diplomatic sensitivity and the patience and persistence to achieve goals in a challenging work environment.
This position requires an excellent command of English; knowledge of German would be a great asset.
Assignment period
01.08.2014 - 30.06.2016 (an extension may be possible)

The position demands occasional work-related travel within Africa. Malawi has a sub-tropical climate and the security situation is calm. Several international schools and childcare facilities are situated in the capital. The medical provisions are adequate.
