1. BACKGROUND
The Government of the Republic of Malawi, acting through the Department of National Parks and Wildlife (DNPW) and the Government of the Republic of Zambia acting through Zambia Wildlife Authority (ZAWA) (the Recipients) have received grant funds from the Global Environment Facility which are administered by the International Development Association of the World Bank and grant funds from the Royal Norwegian Embassy for Malawi including funds from Peace Parks Foundation (PPF) towards the cost of Nyika Transfrontier Conservation Area Project (NTFCA). The Recipients intend to apply part of the funds to eligible payments under the contract to hire an individual consultant for undertaking Mid Term Review of the Nyika TFCA Project.
2. OBJECTIVE OF THE CONSULTANCY
The main goal of the Consultancy will be to evaluate, prior to the Mid-term Review (MTR), the overall progress of project implementation, particularly in achieving the project goals and objectives and make recommendations for the remaining project period.
3. SCOPE OF THE SERVICES AND KEY TASKS
The consulting services will cover the following scope and tasks:
a. review the achievements of each project component vis-a-vis appraisal estimates, including their financial and physical progress;
b. assess the validity and relevance of project goals, objectives, and strategies, taking into account the implications of evolving public policies and the country's socio-economic circumstances;
c. Assess the project impacts, positive and negative, intended and unintended. Assessment at this level should include a record of whether the project has stimulated community and gender participation and the perceived project effects by these beneficiaries;
d. assess the post project sustainability of the assets and other development outcomes created through project support;
e. identify the critical factors and constraints that have inhibited timely project implementation, including the institutional and socio-economic policy issues, in addition to any other external factors unforeseen at design;
f. examine the arrangements for project implementation, co-ordination and management, including the roles and responsibilities of all key players at the national, bilateral and local levels, in particular assess the adequacy, the overall effectiveness and the institutional capacity of the project management teams, Department of National Parks and Wildlife, Zambia Wildlife Authority and other partners;
g. review the adequacy of existing policies and procedures governing project's financial management, external audit, liquidity and staff training needs and make practical recommendations to improve the effectiveness and efficiency of project co-ordination and management;
h. examine the efficiency and overall adequacy of the arrangements for annual planning, budgeting, and the flow of funds;
i. assess the efficiency of procurement and disbursement procedures, and make recommendations to redress any constraints encountered with a view to ensure the timely delivery of goods and services required for the project;
j. examine the effectiveness of the M&E system, in particular its capacity to collect and analyse data and information, and report on the performance of the project in line with the key performance indicators highlighted in the project's results framework;
k. examine the need, nature and scope for adjustments or reorientation of project design and implementation strategy, and propose practical recommendations for corrective remedial measures by component to be carried out during the remaining period of implementation with a view to achieve the project goals and objectives;
l. critically examine project costs and financing plan by component, sub-component and categories, bearing in mind any revisions to the physical and financial targets;
m. assess the effectiveness of supervision process in terms of implementation support, its timeliness and ability to identify and deal with problem issues, the adequacy of its expertise mix, and effectiveness in following up on its recommendations; and
n. review project risks and make recommendations for their improved management;
o. evaluate the important lessons learnt in the course of project implementation and highlight their implications on future project activities.
4.0 KEY TASKS
The Consultant shall carry out all tasks necessary to achieve the defined objectives. The tasks may include:
4.1. Desk Review
Review relevant documentation including the Project Appraisal Document (PAD), Annual Work Plans, Procurement Plans, Safeguard documents, Mission Reports
4.2. Stakeholders Consultations
Consultations with key stakeholders will provide information on the project impacts and suggestions for improvements. Key stakeholders include Department of National Parks and Wildlife, Zambia Wildlife Authority, Departments of Tourism, Community Markets for Conservation (COMACO), Total Land Care, Small Livestock Development Programme, grassroots organizations, District Administration, individual villagers, villages and politicians.
4.3. Field Visits
The Consultant will visit project sites to assess progress on the ground and to discuss progress and challenges with implementers and beneficiaries.
5.0 DURATION OF ASSIGNMENT
The assignment will take a total of 30 days from the date of signing of the contract.
6.0 SHORTLISTING CRITERIA
The chairpersons of Internal Procurement Committees in Malawi under DNPW and in Zambia under ZAWA now invite eligible INDIVIDUAL Consultants to indicate their interest in providing the services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
* Not less than 10 years experience in conducting appraisals and evaluations of World Bank funded projects
* Degree in Social Sciences or Rural Development obtained from reputable institution
7.0 CONFLICT OF INTEREST
The attention of interested individual consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
8.0 SELECTION OF THE CONSULTANT
A Consultant will be selected in accordance with Individual Consultant Selection method as set out in the World Bank's Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers, January 2011.
