Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America) and the Division of Programme Support and Coordination. It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy.

Main purpose

Under the supervision and guidance of the Programme Coordinator (PC), the Associate Research Officer undertakes TC-related research and analysis work and provides information for documents, policy papers and meetings, as appropriate, with the objective of accomplishing effective and timely execution of the assignments.

Role

The Associate Research Officer is: (1) a researcher, monitoring and analysing policy developments on technical cooperation; (2) a liaison officer, communicating with internal/external counterparts ensuring the steady flow of incoming information; (3) an analyst, conducting reviews and assessments, on TC-related issues to contribute to talking points and briefings.

Partnerships

The Associate Research Officer interacts with staff in the Department of Technical Cooperation to clarify and obtain information and follow-up on actions on behalf of the Programme Coordinator. Under the supervision of the Programme Coordinator, the Associate Research Officer engages with colleagues in Technical Departments in the IAEA, as appropriate, and supports the Programme Coordinator in interactions with other UN and international organisations, as appropriate.

Functions / Key Results Expected

  • Consolidate, analyse and synthetise information for annual summary reports on projects funded through the Peaceful Uses Initiative. Check compliance and consistency with pledge letters and financial reports.
  • Keep abreast, through research and information collection, of the latest trends in technical cooperation, particularly in policy-related developments, consolidate findings and maintains all relevant records for reference.
  • Support the Project Coordinator in consolidating and finalising the planning documentation on Major Programme 6 (Technical Cooperation). Particularly with regards to projects indicators and targets at Divisions and Departmental level.
  • Provide specialized input for the preparation of documents including drafting, editing and clearance subject matter to background documents.
  • Draft minutes and/or prepare summary reports of meetings and discussions.

  • Proven record of applying the Logical Framework concept for programme planning purposes.
  • Proven ability to handle sensitive information.
  • Good analytical and problem-solving skills.
  • Capacity to effectively use multimedia technology and software.

Education, Experience and Language Skills

  • University degree in public/business administration, law, political or social sciences.
  • Minimum of two years of working experience in an area related to project management and information and/or knowledge management, including involvement at the international level.
  • Experience in working with multicultural and multidisciplinary teams.
  • Fluency in spoken and written English. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $29 767*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
