Organizational Setting

The Department of Technical Cooperation (TC) consists of a Division of Programme Support and Coordination, four regional divisions (Africa, Asia and the Pacific, Europe and Latin America) and the Division of the Programme of Action for Cancer Therapy (PACT). The TC environment is dynamic, participative and collaborative with inputs received continuously from the Board of Governors, the General Conference, policy- and decision-makers, and technical counterparts in Member States and in the international development community.

The objective of PACT is to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director PACT, who reports directly to the Deputy Director General of the Department of Technical Cooperation.

In 2009, the World Health Organization (WHO) and the IAEA signed an agreement to complement each other's efforts in the fight against cancer in low- and middle income countries, particularly on capacity building for cancer control planning and implementation of appropriate interventions and strategies, and to collaborate on raising awareness and new funding for cancer control activities at national, regional and international level through a WHO/IAEA Joint Programme for Cancer Control.

PACT is a recognized and high profile flagship initiative for the IAEA whose success will help mould the Agency's future approach to the funding of cooperative development programming. To this end, the Division of PACT is expected to be a role model in coordinated, collaborative, transparent and structured programme implementation through the Agency's One-House Approach as well as an innovator and driver of a structured long-term approach to resource mobilization.

Main purpose

The Director ensures that the Division of PACT mobilises significant extrabudgetary resources to sustain PACT and provides results based programmatic responses to Member States' priorities in cancer control activities. He/she takes the lead in coordinating interactions on relevant aspects of the Secretariat's cancer-related activities within the Secretariat and with external stakeholders, in particular with WHO. The Director of PACT has been assigned the role as the IAEA's Programme Coordinator for the Joint WHO/IAEA Programme for Cancer Control by the DG.

Role

The Director is: an adviser to the Deputy Director General on such issues as PACT strategy, resource mobilisation, policy and programme delivery; a leader providing strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; a manager and coordinator of human and financial resources, responsible for the efficient and effective development and implementation of the PACT programme in line with the results based management approach.

Partnerships

The Director engages with current and potential donor organisations, scientific institutions, United Nations' organizations, and specialized agencies to identify emerging trends, mobilise extrabudgetary resources, develop strategies and coordinate programmes where applicable. He/she coordinates with other IAEA programme managers to identify and implement synergies in the IAEA's cancer control related activities.

Functions / Key Results Expected

  • Lead the Division of PACT, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance.
  • Direct and oversee the overall planning, programming, implementation, monitoring and reporting of all PACT activities.
  • Act as the IAEA's cross-cutting coordinator for cancer-related activities and as IAEA's Programme Coordinator for the Joint WHO/IAEA Programme for Cancer Control.
  • Take the lead for mobilisation of extrabudgetary resources and forging implementation partnerships.
  • Manage the financial and human resources assigned to the Division and be the allotment holder for the Division.
  • Coordinate relevant cancer-related activities at the IAEA and associated interactions with external stakeholders, ensuring that outcomes are fully in line with stated programme objectives.
  • Coordinate and advise on strategic institutional partnerships and alliances with relevant stakeholders in Member States.
  • Collaborate with other Divisions of the IAEA in matters of mutual interest.

Knowledge, Skills and Abilities

  • Demonstrated ability to think and plan strategically, to set directions and to apply a results oriented approach.
  • Demonstrated ability to provide intellectual leadership in relation to human health strategies and relevant cooperation approaches in developing countries. Sound knowledge of related international policies, instruments and programmes.
  • In-depth knowledge of trends related to global human health issues, as well as familiarity with and understanding of the specific needs of developing countries.
  • Demonstrated ability to manage large programmes and financial resources with a focus on quality management.
  • Strong background in formulating project / funding proposals, advocacy and resource mobilisation.
  • Demonstrated ability to lead effectively and motivate larger teams in a multicultural environment.
  • Strong analytical skills, demonstrated sound judgement in applying technical expertise to identifying problems and contributing to their solution.
  • Ability to build collaborative partnerships.
  • Excellent oral and written communication skills: ability to represent the organisation effectively, to make oral presentations in public fora on relevant cancer issues, and to conduct effective meetings with representatives of donor organisations, Member States and other stakeholders.

Education, Experience and Language Skills

  • Advanced university degree in management, business administration, social sciences or public health, focus on public health diplomacy highly desirable.
  • Minimum of 15 years of progressively responsible professional experience in programme planning, management and implementation, particularly in developing countries involving UN agencies and donor organizations.
  • Relevant professional experience in public health, including in the development of international human health programmes desirable.
  • Experience in the mobilisation of extrabudgetary resources required.
  • Medical knowledge or experience considered an advantage.
  • Fluency in English. Working knowledge of another IAEA language (Arabic, Chinese, French, Russian, Spanish) highly desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $95 394 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $60 766*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
