3.2     Expert Profile The SWAp TA should have the following skills, experience and qualifications:
1. Masters degree in economics, trade development, development studies, public administration, or other relevant/related fields.
2.         At least 3 years of professional experience at a practical and applied level in similar work or related fields, with a proven track record of success in similar assignments.
3.         Good knowledge of policy/strategy implementation issues relating to trade, private sector led growth and development, and ability to undertake institutional and economic analysis (both quantitative and qualitative).
4.         Solid experience in process facilitation, meeting facilitation and secretariat functions.
5.         Experience in capacity development.
7.        Sound judgment, flexibility, adaptability, and cultural sensitivity.
8.        Working experience in the SADC and COMESA regions and Malawi is an advantage.
9.        Drafting skills are important, as are a good working knowledge of the standard Microsoft Office suite of programmes. The SWAp TA should also be an excellent English communicator, writer and editor.
6.         Good team worker, able to build rapport and work constructively with both technical staff and senior management, capable of working effectively in a challenging environment.
4. LOCATION AND DURATION
4.1     Starting period
The indicative in-country mission start date of the assignment should be by mid-January 2014 at the latest.
4.2     Foreseen duration
The duration of the assignment in terms of working days is for 15 months or 300 man days. Note that these man days would be broadly split into two categories with 220 days being carried out by November 2014 and the remainder of the 80 days being carried out between January and April 2015). This timing includes the in-country mission and production of draft and final reports.
Also note that it is expected that the month of December 2014 would not be spent on assignment and that the assignment is expected to be finished by end-April 2015.
