Summary:Director of Finance manages the finance and operations activities for the project in country and supervises the finance staff in any IRD field offices associated with the project. Director of Finance ensures that adequate and appropriate internal controls are in place to meet generally recognized accounting standards, and manages all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation of the program. Additionally, tracks all project expenses and prepares monthly financial reports for HQ. Also prepares regular reports as required by the project and HQ, monthly and yearly budget projections, and maintains data on expenditures by line item, as well as produce and analyze budget reports of all types.
Essential Job Functions:
- Ensures the financial continuity and integrity of the program. Responsible for ensuring all program staff adhere to IRD financial policies and procedures;
- Supervise the day-to-day operations of the program including facilities such as office space, equipment, and project vehicles, administration, logistics, procurement, budgeting and financial accounting, cash flow management, expense projections, time sheet recording, and daily monitoring of obligations, budgets, and expenditures;
- Prepares, reviews and submits monthly financial reports to the DCOP Finance;
- Assist in review of budgets and ensures compliance of grant activities issued under the program;
- Coordinates and oversees program tendering and procurement activities in country, and ensures strict compliance with IRD and donor regulations;
- Tracks and manages financial and contractual aspects of grants and activities and assists in due diligence activities or pre-award surveys when required;
- Responsible for overall financial management and administration; supervises Finance and Administration staff;
- Ensures effective and efficient reporting and data management systems;
- Manages the accounting, finance and administration components of the program in country, including the various petty cash funds and field office finance, accounting and administrative activities;
- Supports the COP in project budget planning and management; Prepares expenditure analysis for overall program, and field offices;
- Maintains accurate and timely financial information and ensures cost control of all tasks and assignments to achieve the project objectives;
- Supervises and provides leadership, mentoring and training to the field office finance officers;
- In consultation with appropriate program staff, prepares and reviews project budgets and realignments;
- Develops and implements administrative and personnel systems;
- Supervises all finance and administrative staff and consultants employed by IRD in country; and
- Other duties as assigned.
Required Skills & Experience:
- At least 5 years of progressively responsible financial experience managing the accounting and finance component for large donor-funded programs;
- At least 5 years of progressively responsible supervisory experience, setting up the accounting and finance function for a large funded project;
- Bachelor's degree in Accounting, Finance or related field with 12+ year's progressive financial management and grants management experience on international development projects.
- Ability to manage grants under contract funds;
- Professional fluency in English and Portuguese;
- Direct supervision of a diverse team of professional accountants and financial management staff.
- Fluency in USG policies and procedures for contract financial management, financial reporting, procurement, and grants management;
- Demonstrable experience with grants or grants under contract programs, preferably in-kind grants;
- Knowledge of Microsoft Office Suite.
Preferred Skills and Experience
- Experience working on programs in ex-conflict countries;
- Experience in Mozambique in international development programs.
