Training Manager – Environmental Monitoring and Information Management - Ethiopia
Objectives of the role: The EU is currently implementing the 'Monitoring for Environment and Security in Africa' (MESA) programme, which aims to strengthen the capacities in Africa in using earth observation data and technologies. MESA works across six regional economic communities in Africa. Among other activities, MESA will secure the maintenance and upgrade EUMETCast reception stations and support the development of operational products and services based on earth observation data.
DAI is currently recruiting experts for an upcoming training contract working alongside the MESA Programme. The training contract shall build the capacity and increase the knowledge of stakeholders with regards to using earth observation data in decision making. Training themes might include maintenance and operation of satellite reception stations and their application software, the EUMETCast system and data, earth observation, opens source GIS tools, customizing of image processing and GIS software, service development, communication of MESA services to decision makers and other relevant topics.
The Training Manager is responsible for the overall implementation of the training contract; and will work in close coordination with the MESA TAT, the RICs/RECs, as well as training partners JRC, EUMETSAT, WMO Training centres and Universities. In addition to the normal range of management and reporting tasks, the Training Manager will:
- Review MESA training needs and lead the production of the initial Training Needs Analysis
- Produce the overall training plan for MESA
- Design 1 year detailed training plans, updated on a six monthly basis
- Coordinate, supervise and contribute to (as appropriate) the creation of each training course
- Identify the need for, and write the ToR for the preparation of relevant Short Term Experts, as well as submit potential CVs
- Coordinate and supervise delivery and evaluation courses
- Coordinate and supervise the logistics of course implementation
- Coordinate, supervise and contribute (as appropriate) the implementation and the use of the learning management system
- Coordinate, supervise and contribute (as appropriate) the support to the THEMA training in the RICs;
- Ensure consistency and quality control
Length of the project: 3 years (indicative) (660w/d)
Location: Addis Ababa (Ethiopia) – frequent travel across Africa required

Qualifications and skills
- University Degree (MSc or equivalent) in a discipline directly related to the purpose of the Contract
- Team Leadership, excellent communication, organization and managerial skills in training programmes and in office administration. Motivated and able to motive others. Ability to produce concise reports. Familiar with, and able to use standard office software packages, email and internet effectively
- Fluent in English and French, with very good working knowledge of the other language. Knowledge of Portuguese will be an asset
General professional experience
- At least 5 and preferably 10 years' experience in training programme management (planning, development, and implementation) including the use of technology to enhance learning, and e-learning approaches
- At least 5 and preferably 10 years' experience in all elements of the training cycle (needs, design, preparation, implementation, evaluation)
- At least 2 years' experience in training in the context of developing countries and working in partnership with other organizations
Specific professional experience
- Experience of managing at least 1 large training programme in the last 5 years
- Experience/understanding of the Environmental Themes (THEMAs), and in environmental decision making processes will be required
- Experience/understanding will be advantage
