Finance Officer
Jhpiego is an international, on profit health organisation affiliated with the Johns Hopkins University, Jhpiego develops innovations for enhancing capacity for the health care workers, strengthening health systems and improving delivery of care towards improving the health and well-being of the people. Since 1999, Jhipego has been collaborating with Govt of Malawi Ministry of Health (MoH) and various partners in implementing a wide-range of activities in maternal health, family planning and reproductive health, newborn and child health, HIV/AIDS and tuberculosis. Current key projects include the Sport for Service integration-Services (SSDI-Services), maternal and Child Health Integrated Program (MCHIP) and Voluntary medical Male Circumcision (VMMC).
“Sankhani Moyenela –Smart choice” is a 4 yr USAID-funded MCHIP Associate Award which aims at scaling up Voluntary Medical Male Circumcision (VMMC) services in Malawi, targeting males age 15-49 yrs in 5 districts by providing 150,000 circumcisions by 2017. The core project goals are to strengthen National VMMC quality assurance system, increase access and availability of VMMC service, and pilot integration of EIMC into maternity services. SANKHANI is currently present in 3 districts in the Southern Region of Malawi: Thyolo, Chikwawa, and Zomba.
Jhpiego programs are being implemented in both govt and CHAM health facilities and communities in the 5 MoH health zones across the 3 region of Malawi.

Finance Officer , Reports to Senior Finance and Administration Manager, Position supervised: None, Lilongwe
The Finance Officer is responsible for providing financial support to Jhpiego Lilongwe Office and related programs to ensure the smooth running of the office. This includes handling day to day financial operations of the Lilongwe Office, with particular emphasis on handling accounts payable and receivable, expense reports, cash handling, payments and compliance to Jhpiego and donor financial policies. Implements and maintains an on-site financial accounting and book keeping systems required to assure the integrity and effective performance of Jhpiego’s financial operations
Examine financial documents such as payroll, vouchers, invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy and validity of financial data in QBE, Monitor disbursement of funds from the project bank account(s) to ensure compliance with Jhpiegos, financial policies and procedures as outlined in the Jhpiego Finance and Accounting policies manual for country offices, Banking Policy, QuickBooks Manual, Procuremnt Manual, and any other policies, Ensure that accounting documents are filed on a timely basis and proper accounting records are maintained and are compatible with standard accounting practice, JHU/Jhpiego and donor guidelines, Review cash register and carry out periodic surprise cash counts, Review a sample of expense reports and other project expenses on a day to day basis to ensure adequate documentation, allowability, allocability and reasonability, Review QuickBooks monthly financial reports, conduct
bank reconciliation and review any other finical reports before submission to the Senior Finance and Administration Manager, Prepare staff payroll (including payroll allocation worksheet) and remit monthly , quarterly and annual statutory deductions and returns to relevant authorities on a timely basis, Post payroll allocation and fringe entry to QBE, Review withholding tax deductions to ensure accuracy and timely submission to KRA, Ensure that payroll documents and reports are filed on a timely basis and proper accounting records relating to payroll are maintained and are compatible with standard accounting practice, JHU/Jhpiego and donor guidelines, Assist the Senior Finance and Administration Manager in monitoring and program expenses by ensuring timely preparation of expenditure reports, accruals, and projections and burn rates on a monthly basis, Ensure monthly reconciliations of temporary accounts, Prepare and post adjustment vouchers related to
expense reports to QBE, Assume other duties as assigned
Bachelors degree in Accounting Finance or related field, CPA/ACCA Finalist or equivalent, Minimum of 5 yrs relevant experience in finance or accounting
Effective communication skills with management, 3rd party vendors, technical staff, as well as non-finance staff, Strong written and verbal communication skills, Knowledge of international and USG donor agencies and private sector foundations, Understanding of USAID rules and regulations
