Description:
The Lead Program Management Specialist –Monitoring, Evaluation, Research and Learning (MERL) will be responsible for the design, implementation and technical quality of all monitoring, evaluation, research and learning activities on the project. The position will be based in Malawi and will report to the Chief of Party or Deputy Chief of Party. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to USAID approval as a key personnel.
Job Summary / Responsibilities:
- Lead the design and implementation of the project’s formative research, and/or rapid/special studies addressing RH choices, climate change and gender dynamics as well as effectiveness of SBCC interventions.
- Lead the development of the project’s MERL Plan; performance monitoring, and outcome evaluation; oversight of data collection, quality and analysis
- Lead a robust learning agenda regarding evidence linking climate resiliency and population growth, designing and implementing mechanisms for continuous learning, collaboration, and adaptation for USAID, government counterparts and other stakeholders.
- Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to partners, donors, government counterparts etc.
- Ensure that MERL activities conducted under the project include a gender focus that promotes gender equitable programming.
- Deliver presentations at professional meetings and conferences.
Qualifications:
- Master's Degree or higher in monitoring and evaluation, public health, international health, evaluation research, or a related field required.
- 5- 10 years’ demonstrated experience including overseeing a MERL system of a multi-year project.
- Understanding of widely accepted formative research, pretesting, and monitoring and evaluation methodologies for effective SBCC interventions.
- Strong quantitative and qualitative analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audience.
- Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience.
- Experience living or working in Malawi or another developing country is preferable including proficiency in Chichewa or another Malawian language.
- Ability to create and maintain effective working relations with partners, donors and other stakeholders.
- Strong interpersonal, writing and oral presentation skills in English.
- Ability to work independently and manage a high volume work flow
