In 2002, the Clinton Health Access Initiative (CHAI) began as the Clinton HIV/AIDS Initiative to address the HIV/AIDS crisis in the developing world and strengthen health systems there. Taking the lead from governments and working with partners, CHAI works to improve markets for lifesaving medicines and diagnostics, lower the costs of treatments, and expand access to life-saving technologies — creating a sustainable model that can be owned and maintained by governments.
In 2005, CHAI signed a Memorandum of Understanding (MoU) with the Government of Malawi to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen the Malawi’s Lab system, and scale-up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines (pneumococcal and rotavirus), and Health Financing.
Position Overview:
The Clinton Health Access Initiative (CHAI) seeks a Volunteer, Health Financing based in Lilongwe, Malawi to help the Government of Malawi (GoM) address critical funding shortfalls in the health sector.
Malawi faces a challenge of limited resources for the health system, and CHAI has partnered with the government to seek new sources of financing and to realise maximum impact from existing financing. The Volunteer will work on projects quantifying the financial gaps in the health sector, helping the government make health financing policy decisions through targeted use of collected data. The Volunteer will contribute to the programme’s work on assisting the Ministry of Health (MoH) with planning and budgeting, designing and implementing various health reforms, driving operational efficiencies in the health sector and tracking outcomes and impact in the health sector. In addition, the Volunteer will work closely with the Central Medical Stores Trust (CMST) and the National AIDS Commission (NAC) to assist them with budget formulation, budget execution and performance management.
Job Requirements
The Volunteer, Health Financing will report to the Program Manager for Sustainable Health Financing and will carry out the following:
- Serve as a trusted technical advisor to the MoH, NAC and CMST on a broad range of health financing and systems issues, enabling the mobilization of more resources into the health sector and their equitable, effective and efficient distribution;
- Support budget formulation, execution and performance management processes at the MoH Department of Planning and Policy Development, NAC and CMST; design and execute models and tools to identify and mitigate potential bottlenecks in processes;
- Quantify resource needs for different cost centres and cost categories as requested by MoH, NAC and CMST;
- Provide technical assistance to Principal Recipients of Global Fund grants on budgeting, costing and financial management;
- Conduct allocative efficiency and cost-effectiveness analyses for different disease programs, including HIV/TB integration;
- Support NAC and MoH in establishing and designing a district level budgeting and planning process that ensures effective execution of strategic plans;
- Develop investment cases for underfunded interventions and health systems areas;
- Contribute to standard operating procedures development for CMST;
- Collect and analyse CMST order information; and
- Build data collection and analysis capacity for MoH, NAC and CMST.
CHAI Malawi volunteers are provided a living stipend, housing allowance, as well as arrival/return flights and emergency insurance.
- A bachelor’s degree from a well-recognised, high-calibre university;
- One to two years’ experience in a private or public sector enterprise;
- Experience building and analysing quantitative models to inform decision-making;
- Ability to identify key trends from complex datasets and translate them into clear advice for government leaders;
- Proficiency with MS Excel and PowerPoint (proficiency levels with both will be tested during recruiting process);
- Ability to solve problems and direct decision-makers towards evidence-based solutions;
- Ability to navigate political discussions objectively and diplomatically;
- Excellent business-oriented verbal, visual and written communication skills;
- Ability to build strategic relationships and interact with individuals of different backgrounds;
- Excellent organisational and problem solving skills;
- Ability to multi-task and thrive in fast-paced, high-pressured situations;
- Tenacity and the strategic vision to independently develop solutions to complex problems; and
- English language fluency, both written and verbal.
- Experience doing complex analyses in excel including the use of advanced formulas, pivot tables, nested ifs, and index-match (knowledge of macros a plus);
Advantages:
- Work experience in management consulting, finance; health financing/systems in low- and middle-income countries; and
- Chichewa fluency, both written and verbal.
