Governance Advisor in ActionAid Mozambique

ActionAid Mozambique (AA Moz) seeks an experienced Governance Advisor to provide efficient capacity building to its staff and Participatory Democracy Strategic Priority partners. The Advisor’s work will support two ActionAid International Strategic Objective Platform projects (Public Service Governance & Strengthened Knowledge Transfer). An overall objective of the placement is to support to improve public service delivery through among other processes not limited to: resource tracking, social audit, community score card, economic literacy improvement, budget accountability and gender responsive mechanisms.
ActionAid Mozambique is an anti-poverty International Non-Governmental Organization, working in Mozambique since 1988, taking sides with poor and excluded people. It works in six Provinces and three strategic priorities: (1) Women’s Rights and Gender Equality; (2) Participatory Democracy and (3) Economic Alternatives. In close liaison with the Director of Programmes and the Coordinator of the Participatory Democracy Strategic Priority the Governance Advisor will be roving to 13 partners according to their individual needs.

****Role time allocation:****
The advisor will 75% of the time support to key Participatory Democracy Strategic Priority staff; and will use 25% of time towards the ActionAid International Platform project 6 & 3 under SO2. This initiative focuses on creating conditions for better public services and approaches within the area of democratic governance for participating countries. Further, the project focuses on establishing a digital platform and a "community of practice.
****Key Result Areas:****
  • Advice and support elaboration of Community Based Organization platform and Provincial Civil Society Organization position papers including priorities and needs form the communities to be presented in invited spaces (Local Consultative Forum and Development Observatory)
  • Participate in relevant Webinars and meetings to discuss SO2 International Platform Projects & work plans and provide inputs as to how to go about mutual cooperation and supporting working groups on sharing best practices and lessons
  • Mentor key staff on the use of evidence in budget tracking for advocacy (lobby and campaign) purposes
  • Train PDSP staff and partners on how to conduct actions research and assessments
  • Support PDSP staff and partners on elaboration of plans and strategies for Civil Society Organizations involvement in the District Planning process and advocacy for inclusion of priorities and plans
  • Advise AA Moz Executive Director who lead the project 6 in all SO2 related matters and decisions.
  • Support AA Moz to develop and reach consensus on strategies for, and programmatic policy responses to the governance challenges, risk mitigation, and emerging opportunities for improved public service delivery
Required qualifications
  • Master’s degree (or equivalent) in governance, political science, international relations, law, or other relevant fields
  • A minimum of 10 years of capacity building experience in governance work, local government and or accountability work
  • Traceable experience of working in a capacity building position in an international organization is a must; preferably 5 years’ experience should be in capacity building initiatives within civil society
  • Demonstrated ability to work well as part of a cross-cultural team is essential
  • Profound knowledge and experience from working within the area of good Governance.
  • Experience with methodologies and practical tools used in social accountability and political empowerment work in civil society.
  • Experience with project-and programme design, implementation, monitoring and reporting.
  • Coaching and experience from working with decentralization processes
  • Must have advanced people skills in facilitating/training teams in the use of research and campaign methodologies

****Contract start****
Contract start is subject to approval of work and residence permit, which can be a lengthy process. Therefore, although the expected start date is January 4th, 2016, this will be dependant of availability of work permit. The assignment is for 24 months, with the possibility for renewal.
