Istituto Oikos, an Italian no profit organization that works in Europe and in the developing countries to promote environmental conservation to improves people well-being and food security, is searching a Programme Coordinator for its office in Mozambique http://www.istituto-oikos.org/

COUNTRY: Mozambique
DUTY STATION: Pemba (Cabo Delgado Province)
STARTING DATE: 1 December 2015
DURATION: 12 months (renewable) with a three month probation period
SALARY: according to the candidate’s experience
DEADLINE FOR SUBMISSION: 16 October 2015
MAIN RESPONSIBILITIES
The candidate is expected to coordinate the Istituto Oikos strategy and overall programme in Mozambico and mainly in the Capo Delgado Province, where most of the activities are currently taking place, focusing on the tourism sector and the sustainable natural resources management as tools for socio-economic inclusion of local people.
· Ensure an efficient and effective overall management (technical, organizational, administrative) of the Oikos programme in Mozambique. In particular, with the support of the administrator in Mozambique and the project managers :
  • Manage and supervise the on-going projects and prepare the periodic project and programme work plans and technical reports.
  • Manage the financial resources: verification of the monthly financial reports and fund requests to Oikos HQ, budget revisions, no cost extension and other inquiries to the donors; procurement procedures, etc.
  • Manage the local and expatriate staff: recruitment, training, supervision and evaluation
  • Ensure an efficient management of the project goods and premises (office and guest house in Pemba and Ibo, etc)
· Build and maintain relevant relationships with the local authorities, local and international partners and other actors. Develop a fruitful collaboration with governmental institutions, local authorities and other actors and partners that play a key-role in projects implementation (Universidade Catolica de Moçambique, Instituto Industrial e Comercial de Pemba - IICP, Cattolica University of Milan, AMA, Parque National das Quirimbas (PNQ), Gruppo di Volontariato Civile – GVC, Muindi Semi di Sorriso, etc)
QUALIFICATIONS
· At least ten years of management experience including HR management . Previous experience in managing EU funded projects and sound knowledge of EU procedures will be considered an asset;
· Substantial experience working in Africa (Mozambique in particular) and solid understanding of its history, cultural, economic, institutional and political features;
· Experience in management of multi-partner projects/programmes; proactive aptitude in building and managing partnerships with different bodies and institutions; strong experience in representing an organization with partners, government agencies, private sector organizations, and donors at senior level;
· Advanced university degree in Business Administration area;
· Languages: Proficiency in English and Portuguese is a must.
· Administrative and report writing skills (financial and technical reporting);
· Strong leadership skills and previous experience in team building and conflict resolution. Strong facilitation and negotiating skills.
